  |       An Act relating to student records; amending 70 O.S.            |
10|       2011, Section 3-160, which relates to development of            |
  |       a state student record system; updating references;             |
11|       modifying criteria which certain system must meet;              |
  |       requiring student information systems used by school            |
12|       districts to comply with certain schedule and                   |
  |       standards selected by the State Department of                   |
13|       Education; authorizing the Department to define                 |
  |       requirements for submission of certain elements for             |
14|       certain systems; providing an effective date; and               |
  |       declaring an emergency.                                         |

17|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
18|    SECTION 1.     AMENDATORY     70 O.S. 2011, Section 3-160, is      |
  |                                                                       |
19|amended to read as follows:                                            |
  |                                                                       |
20|    Section 3-160.  A.  In developing and implementing a state         |
  |                                                                       |
21|student record system, as required in Subsection E of Section          |
  |                                                                       |
22|18-200.1 of Title 70 of the Oklahoma Statutes, and as needed to        |
  |                                                                       |
23|comply with the tracking and reporting requirements of the             |
  |                                                                       |
24|Elementary and Secondary Education Act of 2001 1965 (ESEA), P.L. No.   |
  |                                                                       |

 1|107-110 114-95, also known as the "No Child Left Behind Act of 2001"   |
  |                                                                       |
 2|as reauthorized by the Every Student Succeeds Act (ESSA) of 2015,      |
  |                                                                       |
 3|the State Department of Education shall construct the system to        |
  |                                                                       |
 4|contain the following elements and comply with the following           |
  |                                                                       |
 5|standards and compliance capabilities:                                 |
  |                                                                       |
 6|    1.  Extensible Markup Language (XML), which defines common data    |
  |                                                                       |
 7|formats used during communication between disparate systems Industry   |
  |                                                                       |
 8|recognized standards for the transmission and storage of data;         |
  |                                                                       |
 9|    2.  Web services protocol developed by the World Wide Web          |
  |                                                                       |
10|Consortium, which enables systems that are physically separated but    |
  |                                                                       |
11|connected to the Internet to be combined to permit complex             |
  |                                                                       |
12|operations;                                                            |
  |                                                                       |
13|    3.  Schools Interoperability Framework (SIF) version 1.5           |
  |                                                                       |
14|specifications, or any updated versions of the specifications,         |
  |                                                                       |
15|Industry recognized standards for the transmission of education data   |
  |                                                                       |
16|which enable school district software management systems to            |
  |                                                                       |
17|communicate with each other.  The student record system shall          |
  |                                                                       |
18|include, but not be limited to, the specifications for course          |
  |                                                                       |
19|identifiers, state standard formatting, content formatting, and        |
  |                                                                       |
20|assessment formatting specification;                                   |
  |                                                                       |
21|    4.  United States Department of Education Performance-Based Data   |
  |                                                                       |
22|Management Initiative (PBDMI) EDFacts data exchange guidelines with    |
  |                                                                       |
23|data elements capable of providing reporting on federal educational    |
  |                                                                       |
24|programs; and                                                          |
  |                                                                       |

 1|    5.  Defined state data codes to ensure consistent reporting from   |
  |                                                                       |
 2|school districts including, but not limited to, data codes for         |
  |                                                                       |
 3|course identifiers, entries, gains, and losses.  Current data codes    |
  |                                                                       |
 4|for teacher certification and the Oklahoma Cost Accounting System      |
  |                                                                       |
 5|shall be extended to match other defined data codes.                   |
  |                                                                       |
 6|    B.  By the 2005-2006 school year, any Any student information      |
  |                                                                       |
 7|system and any instructional management system used by school          |
  |                                                                       |
 8|districts in the state shall comply with the Extensible Markup         |
  |                                                                       |
 9|Language (XML) standards and the Schools Interoperability Framework    |
  |                                                                       |
10|(SIF) version 1.5 specifications, or any updated versions of the       |
  |                                                                       |
11|specifications implementation schedule and industry recognized         |
  |                                                                       |
12|standards selected by the State Department of Education.               |
  |                                                                       |
13|    C.  The State Department of Education shall have the authority     |
  |                                                                       |
14|to define requirements for the submission of data elements for the     |
  |                                                                       |
15|student information systems and instructional management systems       |
  |                                                                       |
16|used by school districts statewide in compliance with state and        |
  |                                                                       |
17|federal statutes.                                                      |
  |                                                                       |
18|    SECTION 2.  This act shall become effective July 1, 2019.          |
  |                                                                       |
19|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
20|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
21|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
22|be in full force from and after its passage and approval.              |
