11|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
12|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
13|in the Oklahoma Statutes as Section 11-103.12 of Title 70, unless      |
  |                                                                       |
14|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
15|    A.  The Department of Mental Health and Substance Abuse Services   |
  |                                                                       |
16|shall develop and make available to school districts training on       |
  |                                                                       |
17|social-emotional learning.  Training in social-emotional learning      |
  |                                                                       |
18|shall include but is not limited to the following areas:               |
  |                                                                       |
19|    1.  Understanding emotion vocabulary;                              |
  |                                                                       |
20|    2.  Understanding facial expressions of emotion;                   |
  |                                                                       |
21|    3.  Understanding coping skills.  "Coping skills" means            |
  |                                                                       |
22|constantly changing cognitive and behavioral efforts to manage         |
  |                                                                       |
23|specific external and/or internal demands that are appraised as        |
  |                                                                       |
24|taxing or exceeding the resources of the person; and                   |
  |                                                                       |

 1|    4.  Understanding conflict resolution.                             |
  |                                                                       |
 2|    B.  The Department may work with one or more nonprofit             |
  |                                                                       |
 3|organizations that have proven expertise in the development of         |
  |                                                                       |
 4|standards and curriculum and delivery of teacher professional          |
  |                                                                       |
 5|development in social-emotional learning for the purposes of           |
  |                                                                       |
 6|developing and providing guidelines, materials, resources and          |
  |                                                                       |
 7|professional development.                                              |
  |                                                                       |
 8|    C.  The Board of Mental Health and Substance Abuse Services        |
  |                                                                       |
 9|shall promulgate rules necessary to implement the provisions of this   |
  |                                                                       |
10|section.                                                               |
  |                                                                       |
11|    SECTION 2.  This act shall become effective July 1, 2019.          |
  |                                                                       |
12|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
13|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
14|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
15|be in full force from and after its passage and approval.              |
