 7|       An Act relating to schools; requiring each public               |
  |       school district and public charter school to provide            |
 8|       students in certain grades certain opportunity to               |
  |       take certain assessment and consult with certain                |
 9|       recruiter; requiring test to be administered during             |
  |       certain hours; requiring certain information to be              |
10|       provided to students in certain grades and their                |
  |       parents or legal guardians; allowing certain                    |
11|       alternative test to be administered; providing for              |
  |       codification; providing an effective date; and                  |
12|       declaring an emergency.                                         |

15|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
16|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
17|in the Oklahoma Statutes as Section 1210.508-5 of Title 70, unless     |
  |                                                                       |
18|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
19|    A.  Beginning in the 2021-2022 school year, each public school     |
  |                                                                       |
20|district and public charter school shall provide students in grades    |
  |                                                                       |
21|ten through twelve an opportunity to take the Armed Services           |
  |                                                                       |
22|Vocational Aptitude Battery (ASVAB) test and consult with a military   |
  |                                                                       |
23|recruiter.                                                             |

 1|    B.  The ASVAB test shall be scheduled during normal school day     |
  |                                                                       |
 2|hours at a time that limits conflicts with extracurricular             |
  |                                                                       |
 3|activities.                                                            |
  |                                                                       |
 4|    C.  Each public school district and public charter school shall    |
  |                                                                       |
 5|provide each student in grades ten through twelve and his or her       |
  |                                                                       |
 6|parent or legal guardian with the date, time and location of the       |
  |                                                                       |
 7|scheduled administration of the ASVAB test.                            |
  |                                                                       |
 8|    D.  A public school district and public charter school may elect   |
  |                                                                       |
 9|not to provide the ASVAB test if the district or charter school        |
  |                                                                       |
10|provides an alternative test that:                                     |
  |                                                                       |
11|    1.  Assesses a student's aptitude for success in a career field    |
  |                                                                       |
12|other than a career field that requires postsecondary education;       |
  |                                                                       |
13|    2.  Is free to administer;                                         |
  |                                                                       |
14|    3.  Requires minimal training and support of district or charter   |
  |                                                                       |
15|school faculty and staff to administer the test; and                   |
  |                                                                       |
16|    4.  Provides the student with a professional interpretation of     |
  |                                                                       |
17|the test results that allows the student to explore occupations that   |
  |                                                                       |
18|are consistent with his or her interests and skills and to develop     |
  |                                                                       |
19|strategies to attain career goals.                                     |
  |                                                                       |
20|    SECTION 2.  This act shall become effective July 1, 2021.          |
  |                                                                       |
21|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
22|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
23|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
24|be in full force from and after its passage and approval.              |
