12|       An Act relating to state government; prohibiting                |
  |       certain entities from conducting mandatory gender or            |
13|       sexual diversity training or counseling; defining               |
  |       term; providing penalty for violation; allowing for             |
14|       sexual harassment prevention training; providing for            |
  |       severability; and providing an effective date.                  |

18|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
19|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
20|in the Oklahoma Statutes as Section 11001 of Title 74, unless there    |
  |                                                                       |
21|is created a duplication in numbering, reads as follows:               |
  |                                                                       |
22|    A.  No public body shall conduct any form of mandatory gender or   |
  |                                                                       |
23|sexual diversity training or counseling; provided, voluntary           |
  |                                                                       |
24|counseling shall not be prohibited.  For purposes of this section      |
  |                                                                       |

 1|"public body" shall include, but not be limited to, any office,        |
  |                                                                       |
 2|department, board, bureau, commission, agency, institution of higher   |
  |                                                                       |
 3|education, trusteeship, authority, council, committee, trust or any    |
  |                                                                       |
 4|entity created by a trust, county, city, village, town, township,      |
  |                                                                       |
 5|district, school district, fair board, court, executive office,        |
  |                                                                       |
 6|advisory group, task force, study group, or any subdivision thereof,   |
  |                                                                       |
 7|supported in whole or in part by public funds or entrusted with the    |
  |                                                                       |
 8|expenditure of public funds or administering or operating public       |
  |                                                                       |
 9|property, and all committees or subcommittees thereof.                 |
  |                                                                       |
10|    B.  Any public body that violates the provisions of this section   |
  |                                                                       |
11|shall be denied any source of public funding.                          |
  |                                                                       |
12|    C.  Nothing in this section shall prohibit a public body from      |
  |                                                                       |
13|conducting sexual harassment prevention training.                      |
  |                                                                       |
14|    D.  If any provision of this act or the application thereof to     |
  |                                                                       |
15|any public body shall be held to be invalid, the remainder of the      |
  |                                                                       |
16|act, and the application of such provision to other public bodies      |
  |                                                                       |
17|shall not be affected thereby.                                         |
  |                                                                       |
18|    SECTION 2.  This act shall become effective November 1, 2021.      |
