12|       An Act relating to schools; amending Section 2,                 |
  |       Chapter 244, O.S.L. 2016 (70 O.S. Supp. 2020, Section           |
13|       1210.528-1), which relates to the Apprenticeships,              |
  |       Internships and Mentorships (AIM) Act of 2016;                  |
14|       allowing students in a certain grade who have reached           |
  |       a certain age to participate in certain programs;               |
15|       allowing the governing body of a school to obtain               |
  |       liability insurance coverage for certain students;              |
16|       establishing guidelines for coverage; prohibiting the           |
  |       governing body of a school from charging for certain            |
17|       coverage; providing certain construction; directing             |
  |       the State Board of Education to determine eligibility           |
18|       for certain academic credit; providing an effective             |
  |       date; and declaring an emergency.                               |

21|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
22|    SECTION 1.     AMENDATORY     Section 2, Chapter 244, O.S.L.       |
  |                                                                       |
23|2016 (70 O.S. Supp. 2020, Section 1210.528-1), is amended to read as   |
  |                                                                       |
24|follows:                                                               |

 1|    Section 1210.528-1  A.  Beginning with the 2017-2018 school        |
  |                                                                       |
 2|year, the governing body of each public, private, magnet, charter or   |
  |                                                                       |
 3|virtual charter school in this state (the school) is authorized to     |
  |                                                                       |
 4|enter into an agreement with private or public organizations for the   |
  |                                                                       |
 5|purpose of creating apprenticeship, internship and mentorship          |
  |                                                                       |
 6|programs.  Apprenticeships, internships and mentorships may be         |
  |                                                                       |
 7|available to high school sophomores age sixteen (16) or older,         |
  |                                                                       |
 8|juniors and seniors as permitted by each school.  The                  |
  |                                                                       |
 9|apprenticeship, internship or mentorship may fill the requirement of   |
  |                                                                       |
10|elective courses as the student's schedule permits.  A student may     |
  |                                                                       |
11|not use the apprenticeship, internship or mentorship to replace any    |
  |                                                                       |
12|other state education requirement, except as provided for in           |
  |                                                                       |
13|subsection D of this section.                                          |
  |                                                                       |
14|    B.  The governing body of each school shall have the authority     |
  |                                                                       |
15|to adopt policies regarding the creation of apprenticeships,           |
  |                                                                       |
16|internships and mentorships that include the registration and          |
  |                                                                       |
17|qualifications for private or public organizations to participate in   |
  |                                                                       |
18|the apprenticeship, internship or mentorship program.                  |
  |                                                                       |
19|    C.  1.  The governing body of each school may obtain liability     |
  |                                                                       |
20|insurance coverage to protect a student who participates in an         |
  |                                                                       |
21|apprenticeship, internship or mentorship program authorized by this    |
  |                                                                       |
22|section.  The coverage authorized by this subsection shall be          |
  |                                                                       |
23|obtained from a reliable insurer authorized to do business in this     |
  |                                                                       |

 1|state and shall not exceed the amount that is deemed reasonably        |
  |                                                                       |
 2|necessary in the opinion of the governing body of each school.         |
  |                                                                       |
 3|    2.  The governing body of a school may not directly or             |
  |                                                                       |
 4|indirectly charge a student or the student's parent or legal           |
  |                                                                       |
 5|guardian for the cost of providing insurance coverage pursuant to      |
  |                                                                       |
 6|this subsection.                                                       |
  |                                                                       |
 7|    3.  The failure of a governing body to obtain insurance coverage   |
  |                                                                       |
 8|authorized by this subsection or to obtain a specific amount of        |
  |                                                                       |
 9|coverage may not be construed as placing any legal liability on the    |
  |                                                                       |
10|governing body of the school.                                          |
  |                                                                       |
11|    D.  The State Board of Education may develop rules to determine    |
  |                                                                       |
12|if apprenticeships, internships and mentorships established pursuant   |
  |                                                                       |
13|to this section are eligible for academic credit toward meeting the    |
  |                                                                       |
14|graduation requirements set forth in Section 11-103.6 of this title.   |
  |                                                                       |
15|    SECTION 2.  This act shall become effective July 1, 2021.          |
  |                                                                       |
16|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
17|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
18|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
19|be in full force from and after its passage and approval.              |
