10|       An Act relating to school expenditures; defining                |
  |       instructional expenditure; requiring the reporting or           |
11|       publishing of certain categories; providing for                 |
  |       codification; providing an effective date; and                  |
12|       declaring an emergency.                                         |

  |                                                                       |
14|                                                                       |
  |                                                                       |
15|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
16|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
17|in the Oklahoma Statutes as Section 1-125 of Title 70, unless there    |
  |                                                                       |
18|is created a duplication in numbering, reads as follows:               |
  |                                                                       |
19|    A.  "Instructional expenditure" shall mean expenditures for        |
  |                                                                       |
20|instruction and instructional staff support services, including        |
  |                                                                       |
21|those that directly relate to providing instruction and for            |
  |                                                                       |
22|activities that assist with classroom instruction.  Instructional      |
  |                                                                       |
23|expenditures shall include expenditures related to:                    |
  |                                                                       |

 1|    1.  Salaries and benefits for teachers, teaching assistants,       |
  |                                                                       |
 2|librarians, library aides and in-service teacher trainers;             |
  |                                                                       |
 3|    2.  Curriculum development;                                        |
  |                                                                       |
 4|    3.  Student assessments;                                           |
  |                                                                       |
 5|    4.  Technology for students;                                       |
  |                                                                       |
 6|    5.  Supplies; and                                                  |
  |                                                                       |
 7|    6.  Purchased services related to expenditures referenced in       |
  |                                                                       |
 8|paragraphs 1 through 5 of this subsection.                             |
  |                                                                       |
 9|    B.  The provisions of subsection A of this section shall apply     |
  |                                                                       |
10|when related to the expenditure of public funds by school districts.   |
  |                                                                       |
11| When reporting or publishing the instructional expenditures for any   |
  |                                                                       |
12|purpose, the State Department of Education shall also report or        |
  |                                                                       |
13|publish each category of instructional expenditure as listed in        |
  |                                                                       |
14|subsection A of this section as well as the aggregate instructional    |
  |                                                                       |
15|expenditure.                                                           |
  |                                                                       |
16|    SECTION 2.  This act shall become effective July 1, 2019.          |
  |                                                                       |
17|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
18|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
19|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
20|be in full force from and after its passage and approval.              |
  |                                                                       |
