18|AMENDMENT NO. 1.  Replace the title, enacting clause and entire bill   |
  |                  and insert                                           |
19|                                                                       |
  |                                                                       |
20|       "An Act relating to schools; directing the                      |
  |        development and dissemination of information,                  |
21|        training and resources regarding mental health needs           |
  |        of students; specifying information to be included;            |
22|        providing for codification; providing an effective             |
  |        date; and declaring an emergency.                              |

 1|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
 2|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
 3|in the Oklahoma Statutes as Section 6-194.3 of Title 70, unless        |
  |                                                                       |
 4|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
 5|    A.  The State Department of Education and the Department of        |
  |                                                                       |
 6|Mental Health and Substance Abuse Services, in consultation with       |
  |                                                                       |
 7|school district superintendents and school district boards of          |
  |                                                                       |
 8|education, shall develop and make available to school districts        |
  |                                                                       |
 9|information, training and resources to help school employees           |
  |                                                                       |
10|recognize and address the mental health needs of students.             |
  |                                                                       |
11|    B.  The information made available to school districts shall       |
  |                                                                       |
12|include but not be limited to:                                         |
  |                                                                       |
13|    1.  Information about the services provided by community-based     |
  |                                                                       |
14|organizations related to mental health, substance abuse and trauma;    |
  |                                                                       |
15|    2.  Information about the impact trauma and adverse childhood      |
  |                                                                       |
16|experiences can have on a student's ability to learn;                  |
  |                                                                       |
17|    3.  The availability of mental health evaluation and treatment     |
  |                                                                       |
18|available by telemedicine; and                                         |
  |                                                                       |
19|    4.  Information about evidence-based strategies for prevention     |
  |                                                                       |
20|of at-risk behaviors.                                                  |
  |                                                                       |
21|    SECTION 2.  This act shall become effective July 1, 2019.          |
  |                                                                       |
22|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
23|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
24|                                                                       |
  |                                                                       |

 1|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 2|be in full force from and after its passage and approval."             |
  |                                                                       |
