11|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
12|    SECTION 1.     AMENDATORY     70 O.S. 2011, Section 14-103, is     |
  |                                                                       |
13|amended to read as follows:                                            |
  |                                                                       |
14|    Section 14-103.  The State Board of Career and Technology          |
  |                                                                       |
15|Education shall have the following powers and duties:                  |
  |                                                                       |
16|    1.  Have the supervision of the Oklahoma Department of Career      |
  |                                                                       |
17|and Technology Education of the State Board of Career and Technology   |
  |                                                                       |
18|Education, which department shall keep its principal offices at        |
  |                                                                       |
19|Stillwater, and appoint and fix the compensation and duties of the     |
  |                                                                       |
20|Director and other personnel of such Department;                       |
  |                                                                       |
21|    2.  Have the supervision of the technology center schools and      |
  |                                                                       |
22|colleges of Oklahoma, except Oklahoma State University Institute of    |
  |                                                                       |
23|Technology-Okmulgee and the Oklahoma State University Technical        |
  |                                                                       |
24|Institutes at Oklahoma City and Stillwater, which, however, shall be   |
  |                                                                       |

 1|eligible to participate in federal programs administered by the        |
  |                                                                       |
 2|State Board of Career and Technology Education as hereinafter          |
  |                                                                       |
 3|provided;                                                              |
  |                                                                       |
 4|    3.  Cooperate with, and enter into agreements with, and            |
  |                                                                       |
 5|administer programs of, and receive federal funds from, the United     |
  |                                                                       |
 6|States Department of Education and other federal agencies in matters   |
  |                                                                       |
 7|relating to vocational and technical education, youth apprenticeship   |
  |                                                                       |
 8|programs, and manpower training, and be the sole state agency for      |
  |                                                                       |
 9|such purposes.  Provided that, programs and funds made available       |
  |                                                                       |
10|through the Job Training Partnership Act, or its successor programs,   |
  |                                                                       |
11|shall be excluded;                                                     |
  |                                                                       |
12|    4.  Provide for the formulation and adoption of curricula,         |
  |                                                                       |
13|courses of study, and other instructional aids necessary for the       |
  |                                                                       |
14|adequate instruction of students in the technology center schools      |
  |                                                                       |
15|and colleges of this state.  It is the intent of the Legislature       |
  |                                                                       |
16|that instructional models for vocational students should include       |
  |                                                                       |
17|higher standards of academic work with increased emphasis on           |
  |                                                                       |
18|communication, computation and applied science;                        |
  |                                                                       |
19|    5.  Develop a plan to provide adequate vocational offerings        |
  |                                                                       |
20|accessible to all students having the ability to benefit;              |
  |                                                                       |
21|    6.  Purchase or otherwise acquire equipment, materials, supplies   |
  |                                                                       |
22|and other property, real or personal, as may be necessary for the      |
  |                                                                       |
23|operation of the technology center schools of this state or a          |
  |                                                                       |
24|statewide training facility as provided for in paragraph 16 of this    |
  |                                                                       |

 1|section, and provide for the maximum utilization of such property      |
  |                                                                       |
 2|through a coordinated and cooperative use thereof, including           |
  |                                                                       |
 3|transfer of title to real and personal property to a technology        |
  |                                                                       |
 4|center school district for a reasonable cash consideration if said     |
  |                                                                       |
 5|property is to be utilized in a vocational-technical program           |
  |                                                                       |
 6|administered by the technology center district board of education.     |
  |                                                                       |
 7|Any conveyance of real property for a reasonable consideration shall   |
  |                                                                       |
 8|contain a reversionary clause by which the real property shall         |
  |                                                                       |
 9|revert to the State Board of Career and Technology Education if the    |
  |                                                                       |
10|property ceases to be used in a vocational-technical program           |
  |                                                                       |
11|administered by the technology center district board of education;     |
  |                                                                       |
12|    7.  Enter into such agreements and contracts with the State        |
  |                                                                       |
13|Board of Education, boards of trustees of community junior colleges,   |
  |                                                                       |
14|boards of education of independent and elementary school districts,    |
  |                                                                       |
15|boards of education of school districts for technology center          |
  |                                                                       |
16|schools, private educational or training institutions, public or       |
  |                                                                       |
17|private industry, and boards of directors of community action          |
  |                                                                       |
18|programs, as may be necessary or feasible for the furtherance of       |
  |                                                                       |
19|vocational and technical training within this state;                   |
  |                                                                       |
20|    8.  Cooperate and enter into agreements with the Oklahoma State    |
  |                                                                       |
21|Regents for Higher Education;                                          |
  |                                                                       |
22|    9.  Cooperate with the State Department of Education in            |
  |                                                                       |
23|developing hands-on career exploration activities for students in      |
  |                                                                       |
24|grades 6 through 10, integrating academic competencies into            |
  |                                                                       |

 1|vocational instruction, and ensuring counseling of all students in     |
  |                                                                       |
 2|order to minimize the number of students graduating from high school   |
  |                                                                       |
 3|without having completed either a vocational-technical program or      |
  |                                                                       |
 4|college preparation;                                                   |
  |                                                                       |
 5|    10.  Develop and periodically update a plan to allow teacher       |
  |                                                                       |
 6|training and the purchase and installation of technological            |
  |                                                                       |
 7|equipment necessary to modernize vocational educational programs;      |
  |                                                                       |
 8|    11.  Accept and provide for the administration of any land,        |
  |                                                                       |
 9|money, buildings, gifts, funds, donations or other things of value     |
  |                                                                       |
10|which may be offered or bequeathed to the schools or colleges under    |
  |                                                                       |
11|the supervision or control of said Board;                              |
  |                                                                       |
12|    12.  Enter into cooperative arrangements with one or more other    |
  |                                                                       |
13|states for the conduct and administration of programs, services and    |
  |                                                                       |
14|activities;                                                            |
  |                                                                       |
15|    13.  Cooperate whenever possible, to avoid any duplication of      |
  |                                                                       |
16|training programs with any established training program registered     |
  |                                                                       |
17|by the Bureau of Apprenticeship and Training, United States            |
  |                                                                       |
18|Department of Labor;                                                   |
  |                                                                       |
19|    14.  Accept and expend funds from any source in order to market,   |
  |                                                                       |
20|advertise or promote programs and services available through the       |
  |                                                                       |
21|Career and Technology Education system; and                            |
  |                                                                       |
22|    15.  Participate in activities pertaining to the recruitment of    |
  |                                                                       |
23|companies to locate or expand operations in the state, and             |
  |                                                                       |
24|participate in activities that will increase the competitiveness of    |
  |                                                                       |

 1|companies with headquarters or branch operations located in the        |
  |                                                                       |
 2|state.  These activities may require agency staff to travel, train,    |
  |                                                                       |
 3|or provide technical assistance outside the State of Oklahoma; and     |
  |                                                                       |
 4|    16.  Establish a statewide aerospace training facility to          |
  |                                                                       |
 5|provide education and training in the aerospace sector.                |
  |                                                                       |
 6|    SECTION 2.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
 7|in the Oklahoma Statutes as Section 14-135 of Title 70, unless there   |
  |                                                                       |
 8|is created a duplication in numbering, reads as follows:               |
  |                                                                       |
 9|    A.  Subject to the availability of funds, which may include but    |
  |                                                                       |
10|not be limited to state appropriations, grant funds, foundation        |
  |                                                                       |
11|funds and other funds, the State Board of Career and Technology        |
  |                                                                       |
12|Education shall establish a statewide aerospace training facility,     |
  |                                                                       |
13|the purpose of which is to provide education and training to           |
  |                                                                       |
14|students to prepare them for careers in the aerospace sector or to     |
  |                                                                       |
15|provide retraining in the aerospace sector.                            |
  |                                                                       |
16|    B.  The State Board of Career and Technology Education shall       |
  |                                                                       |
17|promulgate rules which include but are not limited to:                 |
  |                                                                       |
18|    1.  Criteria for enrollment in the statewide aerospace training    |
  |                                                                       |
19|facility;                                                              |
  |                                                                       |
20|    2.  Curriculum requirements, minimum courses of study and          |
  |                                                                       |
21|testing requirements for the statewide aerospace training facility;    |
  |                                                                       |
22|    3.  Minimum qualifications for instructors at the statewide        |
  |                                                                       |
23|aerospace training facility; and                                       |
  |                                                                       |
24|                                                                       |
  |                                                                       |

 1|    4.  Tuition for courses offered by the statewide aerospace         |
  |                                                                       |
 2|training facility.                                                     |
  |                                                                       |
 3|    SECTION 3.  This act shall become effective July 1, 2019.          |
  |                                                                       |
 4|    SECTION 4.  It being immediately necessary for the preservation    |
  |                                                                       |
 5|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
 6|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 7|be in full force from and after its passage and approval.              |
  |                                                                       |
