10|       An Act relating to crime and punishment; amending 21            |
  |       O.S. 2011, Section 280, which relates to the                    |
11|       disturbance, interference or disruption of state                |
  |       business; modifying entity inclusions; and declaring            |
12|       an emergency.                                                   |

15|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
16|    SECTION 1.     AMENDATORY     21 O.S. 2011, Section 280, is        |
  |                                                                       |
17|amended to read as follows:                                            |
  |                                                                       |
18|    Section 280.  A.  It is unlawful for any person, alone or in       |
  |                                                                       |
19|concert with others and without authorization, to willfully disturb,   |
  |                                                                       |
20|interfere or disrupt state business or the business of any political   |
  |                                                                       |
21|subdivision, which includes publicly posted meetings, or any agency    |
  |                                                                       |
22|operations or any employee, agent, official or representative of the   |
  |                                                                       |
23|state or political subdivision.                                        |

 1|    B.  It is unlawful for any person who is without authority or      |
  |                                                                       |
 2|who is causing any disturbance, interference or disruption to          |
  |                                                                       |
 3|willfully refuse to disperse or leave any property, building or        |
  |                                                                       |
 4|structure owned, leased or occupied by state officials or any          |
  |                                                                       |
 5|political subdivision or its, employees, agents or representatives     |
  |                                                                       |
 6|or used in any manner to conduct state business or any political       |
  |                                                                       |
 7|subdivision's business or operations after proper notice by a peace    |
  |                                                                       |
 8|officer, sergeant-at-arms, or other security personnel.                |
  |                                                                       |
 9|    C.  Any violation of the provisions of this section shall be a     |
  |                                                                       |
10|misdemeanor punishable by imprisonment in the county jail for a term   |
  |                                                                       |
11|of not more than one (1) year, by a fine not exceeding One Thousand    |
  |                                                                       |
12|Dollars ($1,000.00), or by both such fine and imprisonment.            |
  |                                                                       |
13|    D.  For purposes of this section, "disturb, interfere or           |
  |                                                                       |
14|disrupt" means any conduct that is violent, threatening, abusive,      |
  |                                                                       |
15|obscene, or that jeopardizes the safety of self or others.             |
  |                                                                       |
16|    SECTION 2.  It being immediately necessary for the preservation    |
  |                                                                       |
17|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
18|declared to exist, by reason whereof this resolution shall take        |
  |                                                                       |
19|effect and be in full force from and after its passage and approval.   |
  |                                                                       |
