10|       An Act relating to higher education; creating a task            |
  |       force to study and make recommendations regarding               |
11|       concurrent enrollment; providing expiration date;               |
  |       providing for membership; providing for designation             |
12|       of co-chairs; requiring appointments by certain date;           |
  |       requiring organizational meeting by certain date;               |
13|       specifying quorum; providing for frequency of                   |
  |       meetings; subjecting meetings to the Oklahoma Open              |
14|       Meeting Act; prohibiting compensation or travel                 |
  |       reimbursement for members; providing for staff                  |
15|       support; requiring submission of certain report by              |
  |       certain date; providing for codification; providing             |
16|       an effective date; and declaring an emergency.                  |

20|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
21|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
22|in the Oklahoma Statutes as Section 628.19 of Title 70, unless there   |
  |                                                                       |
23|is created a duplication in numbering, reads as follows:               |
  |                                                                       |

 1|    A.  There is hereby created until November 30, 2022, a task        |
  |                                                                       |
 2|force to study and make recommendations regarding the current and      |
  |                                                                       |
 3|future concurrent enrollment needs of the state and pathways for       |
  |                                                                       |
 4|awarding degrees and certificates through concurrent enrollment.       |
  |                                                                       |
 5|    B.  The task force shall be comprised of fourteen (14) members     |
  |                                                                       |
 6|to be appointed as follows:                                            |
  |                                                                       |
 7|    1.  Two members of the Senate, appointed by the President Pro      |
  |                                                                       |
 8|Tempore of the Senate, one of whom shall be designated co-chair of     |
  |                                                                       |
 9|the task force;                                                        |
  |                                                                       |
10|    2.  Two members of the House of Representatives, appointed by      |
  |                                                                       |
11|the Speaker of the House of Representatives, one of whom shall be      |
  |                                                                       |
12|designated co-chair of the task force;                                 |
  |                                                                       |
13|    3.  Three school district superintendents, appointed by the        |
  |                                                                       |
14|State Superintendent of Public Instruction;                            |
  |                                                                       |
15|    4.  Two presidents of two-year institutions within The Oklahoma    |
  |                                                                       |
16|State System of Higher Education or their designees, appointed by      |
  |                                                                       |
17|the Chancellor of Higher Education;                                    |
  |                                                                       |
18|    5.  Two presidents of comprehensive institutions within The        |
  |                                                                       |
19|Oklahoma State System of Higher Education or their designees,          |
  |                                                                       |
20|appointed by the Chancellor of Higher Education;                       |
  |                                                                       |
21|    6.  Two presidents of regional institutions within The Oklahoma    |
  |                                                                       |
22|State System of Higher Education or their designees, appointed by      |
  |                                                                       |
23|the Chancellor of Higher Education; and                                |
  |                                                                       |
24|    7.  The Chancellor of Higher Education or a designee.              |

 1|    C.  Appointments to the task force shall be made within thirty     |
  |                                                                       |
 2|(30) days after the effective date of this act.  The task force        |
  |                                                                       |
 3|shall conduct an organizational meeting not later than September 1,    |
  |                                                                       |
 4|2021.                                                                  |
  |                                                                       |
 5|    D.  A quorum of the task force shall be required to approve any    |
  |                                                                       |
 6|final action of the task force.  For purposes of this section, eight   |
  |                                                                       |
 7|members shall constitute a quorum.                                     |
  |                                                                       |
 8|    E.  The task force may meet as often as may be required to         |
  |                                                                       |
 9|perform the duties imposed upon it.                                    |
  |                                                                       |
10|    F.  The meetings of the task force shall be subject to the         |
  |                                                                       |
11|Oklahoma Open Meeting Act.                                             |
  |                                                                       |
12|    G.  Members of the task force shall receive no compensation or     |
  |                                                                       |
13|travel reimbursement.                                                  |
  |                                                                       |
14|    H.  The Oklahoma State Regents for Higher Education and the        |
  |                                                                       |
15|Senate shall provide staff and administrative support for the task     |
  |                                                                       |
16|force.                                                                 |
  |                                                                       |
17|    I.  The task force shall submit a report of its findings and       |
  |                                                                       |
18|recommendations by November 30, 2022, to the Governor, the President   |
  |                                                                       |
19|Pro Tempore of the Senate and the Speaker of the House of              |
  |                                                                       |
20|Representatives.                                                       |
  |                                                                       |
21|    SECTION 2.  This act shall become effective July 1, 2021.          |
  |                                                                       |
22|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
23|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
24|                                                                       |

 1|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 2|be in full force from and after its passage and approval.              |
