 9|       An Act relating to schools; creating a task force to            |
  |       study and make recommendations regarding a                      |
10|       requirement for high school students to complete                |
  |       certain application prior to graduation; providing              |
11|       expiration date; providing for membership; providing            |
  |       for naming of co-chairs; requiring appointments by              |
12|       certain date; requiring organizational meeting by               |
  |       certain date; specifying quorum; providing for                  |
13|       frequency of meetings; subjecting meetings to the               |
  |       Oklahoma Open Meeting Act; prohibiting compensation             |
14|       or travel reimbursement for members; providing for              |
  |       staff support; requiring submission of certain report           |
15|       by certain date; providing for codification;                    |
  |       providing an effective date; and declaring an                   |
16|       emergency.                                                      |

19|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
20|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
21|in the Oklahoma Statutes as Section 11-112 of Title 70, unless there   |
  |                                                                       |
22|is created a duplication in numbering, reads as follows:               |
  |                                                                       |
23|    A.  There is hereby created until December 31, 2021, a task        |
  |                                                                       |
24|force to study whether to require high school students to complete     |
  |                                                                       |

 1|the Free Application for Federal Student Aid (FAFSA) as a              |
  |                                                                       |
 2|prerequisite for high school graduation.                               |
  |                                                                       |
 3|    B.  The task force shall be comprised of nine (9) members to be    |
  |                                                                       |
 4|appointed as follows:                                                  |
  |                                                                       |
 5|    1.  The State Superintendent of Public Instruction or a            |
  |                                                                       |
 6|designee;                                                              |
  |                                                                       |
 7|    2.  The Chancellor of Higher Education or a designee;              |
  |                                                                       |
 8|    3.  The Director of the Oklahoma Department of Career and          |
  |                                                                       |
 9|Technology Education or a designee;                                    |
  |                                                                       |
10|    4.  One member who represents an institution within The Oklahoma   |
  |                                                                       |
11|State System of Higher Education, appointed by the Chancellor of       |
  |                                                                       |
12|Higher Education;                                                      |
  |                                                                       |
13|    5.  One member who represents a school district with an average    |
  |                                                                       |
14|daily membership (ADM) of more than nine thousand (9,000), appointed   |
  |                                                                       |
15|by the State Superintendent of Public Instruction;                     |
  |                                                                       |
16|    6.  One member who represents a school district with an ADM of     |
  |                                                                       |
17|more than one thousand five hundred (1,500) but less than nine         |
  |                                                                       |
18|thousand (9,000), appointed by the State Superintendent of Public      |
  |                                                                       |
19|Instruction;                                                           |
  |                                                                       |
20|    7.  One member who represents a school district with an ADM of     |
  |                                                                       |
21|less than one thousand five hundred (1,500), appointed by the State    |
  |                                                                       |
22|Superintendent of Public Instruction;                                  |
  |                                                                       |
23|    8.  One member of the Senate, appointed by the President Pro       |
  |                                                                       |
24|Tempore of the Senate; and                                             |
  |                                                                       |

 1|    9.  One member of the House of Representatives, appointed by the   |
  |                                                                       |
 2|Speaker of the House of Representatives.                               |
  |                                                                       |
 3|    C.  The co-chairs of the task force shall be the member of the     |
  |                                                                       |
 4|Senate and the member of the House of Representatives.                 |
  |                                                                       |
 5|    D.  Appointments to the task force shall be made within thirty     |
  |                                                                       |
 6|(30) days after the effective date of this act.  The task force        |
  |                                                                       |
 7|shall conduct an organizational meeting not later than September 1,    |
  |                                                                       |
 8|2021.                                                                  |
  |                                                                       |
 9|    E.  A quorum of the task force shall be required to approve any    |
  |                                                                       |
10|final action of the task force.  For purposes of this section, five    |
  |                                                                       |
11|members shall constitute a quorum.                                     |
  |                                                                       |
12|    F.  The task force may meet as often as may be required to         |
  |                                                                       |
13|perform the duties imposed upon it.                                    |
  |                                                                       |
14|    G.  The meetings of the task force shall be subject to the         |
  |                                                                       |
15|Oklahoma Open Meeting Act.                                             |
  |                                                                       |
16|    H.  Members of the task force shall receive no compensation or     |
  |                                                                       |
17|travel reimbursement.                                                  |
  |                                                                       |
18|    I.  The Oklahoma State Regents for Higher Education and the        |
  |                                                                       |
19|Senate shall provide staff and administrative support for the task     |
  |                                                                       |
20|force.                                                                 |
  |                                                                       |
21|    J.  The task force shall submit a report of its findings and       |
  |                                                                       |
22|recommendations by December 31, 2021, to the Governor, the President   |
  |                                                                       |
23|Pro Tempore of the Senate and the Speaker of the House of              |
  |                                                                       |
24|Representatives.                                                       |

 1|    SECTION 2.  This act shall become effective July 1, 2021.          |
  |                                                                       |
 2|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
 3|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
 4|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 5|be in full force from and after its passage and approval.              |
