 7|       An Act relating to teacher candidates; directing the            |
  |       Commission for Educational Quality and Accountability           |
 8|       to provide teacher candidates with free test                    |
  |       preparation materials; requiring materials to meet              |
 9|       certain requirements; directing the Commission to               |
  |       prioritize certain materials; providing for                     |
10|       codification; providing an effective date; and                  |
  |       declaring an emergency.                                         |

  |                                                                       |
13|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
14|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
15|in the Oklahoma Statutes as Section 6-187E of Title 70, unless there   |
  |                                                                       |
16|is created a duplication in numbering, reads as follows:               |
  |                                                                       |
17|    A.  The Commission for Educational Quality and Accountability,     |
  |                                                                       |
18|in consultation with the State Department of Education, shall          |
  |                                                                       |
19|provide to teacher candidates free test preparation materials for      |
  |                                                                       |
20|the examinations provided for in Section 6-187 of Title 70 of the      |
  |                                                                       |
21|Oklahoma Statutes.  The materials:                                     |
  |                                                                       |
22|    1.  Shall be directly aligned to the content of each examination   |
  |                                                                       |
23|provided for in Section 6-187 of Title 70 of the Oklahoma Statutes,    |
  |                                                                       |
24|including but not limited to those for general education,              |
  |                                                                       |

 1|professional knowledge and skills and each subject area covered by a   |
  |                                                                       |
 2|subject area examination;                                              |
  |                                                                       |
 3|    2.  Shall include both a brief overall guide for the core          |
  |                                                                       |
 4|subject matter knowledge required for each examination and an          |
  |                                                                       |
 5|in-depth review of the key concepts that must be mastered to obtain    |
  |                                                                       |
 6|a passing score;                                                       |
  |                                                                       |
 7|    3.  Shall include general test-taking tips as well as details of   |
  |                                                                       |
 8|each section of the test, the time allotted, question types and        |
  |                                                                       |
 9|scoring; and                                                           |
  |                                                                       |
10|    4.  May include a combination of printed study materials,          |
  |                                                                       |
11|recorded tutorials, webinars and other online resources.               |
  |                                                                       |
12|    B.  The Commission shall prioritize making materials available     |
  |                                                                       |
13|for subject area examinations that teacher candidates have failed      |
  |                                                                       |
14|most frequently in the past.                                           |
  |                                                                       |
15|    SECTION 2.  This act shall become effective July 1, 2019.          |
  |                                                                       |
16|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
17|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
18|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
19|be in full force from and after its passage and approval.              |
