 7|       An Act relating to teachers; directing the State                |
  |       Department of Education in certain coordination to              |
 8|       establish a micro-credential program for certain                |
  |       subject areas; directing the creation of certain                |
 9|       working group to determine how certain                          |
  |       micro-credential may be used; allowing courses                  |
10|       offered as part of certain program to be provided in            |
  |       person, online or in certain blended format;                    |
11|       providing for codification; providing an effective              |
  |       date; and declaring an emergency.                               |

15|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
16|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
17|in the Oklahoma Statutes as Section 6-212 of Title 70, unless there    |
  |                                                                       |
18|is created a duplication in numbering, reads as follows:               |
  |                                                                       |
19|    A.  The State Department of Education in coordination with the     |
  |                                                                       |
20|Commission for Educational Quality and Accountability shall            |
  |                                                                       |
21|establish a micro-credential program within one hundred twenty (120)   |
  |                                                                       |
22|days after the effective date of this act for the purpose of           |
  |                                                                       |
23|permitting any teacher candidate or teacher who holds a certificate    |
  |                                                                       |
24|to teach to complete additional coursework and earn                    |
  |                                                                       |

 1|micro-credentials in science, technology, engineering and              |
  |                                                                       |
 2|mathematics (STEM) endorsement areas including computer science.       |
  |                                                                       |
 3|    B.  The State Department of Education and the Commission for       |
  |                                                                       |
 4|Educational Quality and Accountability shall convene a working group   |
  |                                                                       |
 5|including pertinent education stakeholders to determine how any        |
  |                                                                       |
 6|micro-credential awarded pursuant to any micro-credential program      |
  |                                                                       |
 7|established pursuant to subsection A of this section will be used      |
  |                                                                       |
 8|and such uses shall include:                                           |
  |                                                                       |
 9|    1.  To award add-on endorsements to teachers in STEM endorsement   |
  |                                                                       |
10|areas including computer science;                                      |
  |                                                                       |
11|    2.  In lieu of the subject area competency examination required    |
  |                                                                       |
12|by Section 6-187 of Title 70 of the Oklahoma Statutes; and             |
  |                                                                       |
13|    3.  To meet the professional development program requirements      |
  |                                                                       |
14|established in Section 6-194 of Title 70 of the Oklahoma Statutes.     |
  |                                                                       |
15|    C.  Any course offered through a micro-credential program          |
  |                                                                       |
16|established pursuant to subsection A of this section may be offered    |
  |                                                                       |
17|in person, online or in a blended format of in-person and online       |
  |                                                                       |
18|instruction.                                                           |
  |                                                                       |
19|    SECTION 2.  This act shall become effective July 1, 2021.          |
  |                                                                       |
20|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
21|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
22|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
23|be in full force from and after its passage and approval.              |
  |                                                                       |
