 9|       An Act relating to schools; creating an early                   |
  |       childhood or elementary education alternative teacher           |
10|       certification; requiring candidate hold certain                 |
  |       degree; requiring certain training and education                |
11|       hours within certain period; providing for                      |
  |       codification; and providing an effective date.                  |
12|                                                                       |
  |                                                                       |
13|                                                                       |
  |                                                                       |
14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
15|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
16|in the Oklahoma Statutes as Section 6-122.11 of Title 70, unless       |
  |                                                                       |
17|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
18|    Notwithstanding any other provision of the law, the State Board    |
  |                                                                       |
19|of Education shall issue a one-year alternative teacher certificate,   |
  |                                                                       |
20|renewable for up to three (3) years, to teach early childhood          |
  |                                                                       |
21|education or elementary education to any qualified candidate who:      |
  |                                                                       |
22|    1.   a.    Has successfully completed a terminal degree, such as   |
  |                                                                       |
23|              a doctorate of philosophy, a doctorate in education,     |
  |                                                                       |
24|              professional doctorates, a master of fine arts degree    |
  |                                                                       |

 1|              or a master of library science degree, from an           |
  |                                                                       |
 2|              institution accredited by a national or regional         |
  |                                                                       |
 3|              accrediting agency which is recognized by the            |
  |                                                                       |
 4|              Secretary of the United States Department of             |
  |                                                                       |
 5|              Education.  The Oklahoma State Regents for Higher        |
  |                                                                       |
 6|              Education shall be consulted to verify other terminal    |
  |                                                                       |
 7|              degrees, or                                              |
  |                                                                       |
 8|         b.    Holds at least a baccalaureate degree from an           |
  |                                                                       |
 9|              institution whose accreditation is recognized by the     |
  |                                                                       |
10|              Oklahoma State Regents for Higher Education and has      |
  |                                                                       |
11|              two (2) years postdegree-completion qualified work       |
  |                                                                       |
12|              experience in a field that corresponds to early          |
  |                                                                       |
13|              childhood education or elementary education; and         |
  |                                                                       |
14|    2.  Declares the intention to earn standard certification by       |
  |                                                                       |
15|means of the early childhood and elementary education alternative      |
  |                                                                       |
16|certification program in not more than three (3) years and has:        |
  |                                                                       |
17|         a.    within the first year satisfactorily completed six      |
  |                                                                       |
18|              (6) credit hours in classroom management and reading     |
  |                                                                       |
19|              instruction from an educator preparation program         |
  |                                                                       |
20|              approved and accredited by the Commission for            |
  |                                                                       |
21|              Educational Quality and Accountability, completed the    |
  |                                                                       |
22|              required State Department of Education approved          |
  |                                                                       |
23|              training on cognitive science of how students learn to   |
  |                                                                       |
24|              read and participated in a yearlong mentorship or        |
  |                                                                       |

 1|              instructional coaching in reading and classroom          |
  |                                                                       |
 2|              management provided by the employing school district     |
  |                                                                       |
 3|              prior to the renewal of the provisional certificate      |
  |                                                                       |
 4|              for a second year,                                       |
  |                                                                       |
 5|         b.    within the second year satisfactorily completed six     |
  |                                                                       |
 6|              (6) credit hours in child development and math           |
  |                                                                       |
 7|              instruction from an educator preparation program         |
  |                                                                       |
 8|              approved and accredited by the Commission for            |
  |                                                                       |
 9|              Educational Quality and Accountability, participated     |
  |                                                                       |
10|              in an additional yearlong mentorship and/or              |
  |                                                                       |
11|              instructional coaching in child development and math     |
  |                                                                       |
12|              instruction provided by the employing school district    |
  |                                                                       |
13|              prior to the renewal of the provisional certificate      |
  |                                                                       |
14|              for a third year, and successfully completed the         |
  |                                                                       |
15|              general education and subject area portions of the       |
  |                                                                       |
16|              competency examination required in Section 6-187 of      |
  |                                                                       |
17|              Title 70 of the Oklahoma Statutes in the area of         |
  |                                                                       |
18|              specialization for which certification is sought, and    |
  |                                                                       |
19|         c.    within the third year satisfactorily completed six      |
  |                                                                       |
20|              (6) additional credit hours of professional education    |
  |                                                                       |
21|              coursework from an educator preparation program          |
  |                                                                       |
22|              approved and accredited by the Commission for            |
  |                                                                       |
23|              Educational Quality and Accountability, participated     |
  |                                                                       |
24|              in an additional yearlong mentorship and/or              |
  |                                                                       |

 1|              instructional coaching provided by the employing         |
  |                                                                       |
 2|              school district, and successfully passed the             |
  |                                                                       |
 3|              professional knowledge portions of the competency        |
  |                                                                       |
 4|              examination required in Section 6-187 of Title 70 of     |
  |                                                                       |
 5|              the Oklahoma Statutes in the area of specialization      |
  |                                                                       |
 6|              for which certification is sought.                       |
  |                                                                       |
 7|    SECTION 2.  This act shall become effective November 1, 2021.      |
