 8|       An Act relating to education; directing Commission              |
  |       for Educational Quality and Accountability to issue             |
 9|       report; listing recipients of report; specifying                |
  |       content of report; authorizing contract for                     |
10|       developing report; permitting utilization of funds;             |
  |       providing for codification; providing an effective              |
11|       date; and declaring an emergency.                               |

13|                                                                       |
  |                                                                       |
14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
15|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
16|in the Oklahoma Statutes as Section 3-116.5 of Title 70, unless        |
  |                                                                       |
17|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
18|    A.  On or before October 31, 2021, the Commission for              |
  |                                                                       |
19|Educational Quality and Accountability shall issue a report to the     |
  |                                                                       |
20|Speaker of the House of Representatives, the President Pro Tempore     |
  |                                                                       |
21|of the Senate and the Governor detailing factors in the public         |
  |                                                                       |
22|education system of the state that contribute to improvements in       |
  |                                                                       |
23|the:                                                                   |
  |                                                                       |
24|                                                                       |
  |                                                                       |

 1|    1.  Common education system including, but not limited to, high    |
  |                                                                       |
 2|school graduation rates and college and career assessment scores;      |
  |                                                                       |
 3|    2.  Higher education and career and technology education systems   |
  |                                                                       |
 4|including, but not limited to, timely graduation rates and reduced     |
  |                                                                       |
 5|remediation rates; and                                                 |
  |                                                                       |
 6|    3.  State workforce including, but not limited to, career          |
  |                                                                       |
 7|readiness and the ability for new graduates to find in-state           |
  |                                                                       |
 8|employment.                                                            |
  |                                                                       |
 9|    B.  If the Commission finds there is insufficient information      |
  |                                                                       |
10|available to fulfill any of the report objectives specified in         |
  |                                                                       |
11|subsection A of this section, the report shall also contain            |
  |                                                                       |
12|recommendations on ways to address information gaps between state      |
  |                                                                       |
13|entities, such as the State Department of Education, the Oklahoma      |
  |                                                                       |
14|Department of Career and Technology Education and the Oklahoma State   |
  |                                                                       |
15|Regents for Higher Education.                                          |
  |                                                                       |
16|    C.  The Commission may contract with a private consultant or       |
  |                                                                       |
17|consultants to assist with the development of the report.              |
  |                                                                       |
18|    D.  The Commission may utilize any funds received including, but   |
  |                                                                       |
19|not limited to, any state or federal funds, grants or private          |
  |                                                                       |
20|donations to assist with the development of the report.                |
  |                                                                       |
21|    SECTION 2.  This act shall become effective July 1, 2021.          |
  |                                                                       |
22|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
23|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
24|                                                                       |
  |                                                                       |

 1|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 2|be in full force from and after its passage and approval.              |
