 9|       An Act relating to education; creating task force to            |
  |       study graduation credit requirements; setting end               |
10|       date for task force; providing task force purpose;              |
  |       listing issues for task force to study; providing for           |
11|       task force membership; prescribing timing for task              |
  |       force appointments; requiring organizational meeting            |
12|       of task force prior to specified date; appointing               |
  |       Superintendent of Public Instruction as task force              |
13|       chair; setting task force quorum; authorizing                   |
  |       unlimited meetings for task force to perform its                |
14|       duties; subjecting task force to Oklahoma Open                  |
  |       Meeting Act; prohibiting compensation or travel                 |
15|       reimbursement; directing Department of Education to             |
  |       provide staff and support; requiring submission of              |
16|       task force recommendations to certain persons;                  |
  |       mandating submission of final report by specified               |
17|       date; authorizing submission of recommendations                 |
  |       earlier than specified date; providing for                      |
18|       noncodification; and declaring an emergency.                    |

  |                                                                       |
21|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
22|    SECTION 1.     NEW LAW     A new section of law not to be          |
  |                                                                       |
23|codified in the Oklahoma Statutes reads as follows:                    |
  |                                                                       |

 1|    A.  There is hereby created until December 31, 2020, a task        |
  |                                                                       |
 2|force to study and make recommendations to the Legislature on          |
  |                                                                       |
 3|changes to the units or sets of competencies required for students     |
  |                                                                       |
 4|to graduate with a standard diploma as provided in Section 11-103.6    |
  |                                                                       |
 5|of Title 70 of the Oklahoma Statutes.  The purpose of the task         |
  |                                                                       |
 6|force's study is to give school districts, schools and ultimately      |
  |                                                                       |
 7|students greater flexibility in choosing courses that are aligned to   |
  |                                                                       |
 8|a student's academic and career goals as provided in Section           |
  |                                                                       |
 9|1210.508-4 of Title 70 of the Oklahoma Statutes.                       |
  |                                                                       |
10|    B.  The task force may make recommendations to add, eliminate or   |
  |                                                                       |
11|substitute units or sets of competencies.  The task force's study      |
  |                                                                       |
12|shall include, but is not limited to:                                  |
  |                                                                       |
13|    1.  Alignment of units or sets of competencies to career           |
  |                                                                       |
14|pathways between common education, career and technology education     |
  |                                                                       |
15|and higher education;                                                  |
  |                                                                       |
16|    2.  Incorporation of personalized learning and personalized        |
  |                                                                       |
17|pathways to graduation and currently existing limitations including    |
  |                                                                       |
18|but not limited to attendance requirements, student schedules,         |
  |                                                                       |
19|mastery of course content and project-based learning;                  |
  |                                                                       |
20|    3.  Access to and use of apprenticeships, internships and          |
  |                                                                       |
21|mentorships as provided in Section 1210.528-1 of Title 70 of the       |
  |                                                                       |
22|Oklahoma Statutes;                                                     |
  |                                                                       |
23|    4.  Access to advanced coursework including but not limited to     |
  |                                                                       |
24|concurrent or dual enrollment and advanced placement courses;          |
  |                                                                       |

 1|    5.  Access to career and technology education courses that lead    |
  |                                                                       |
 2|to industry certification;                                             |
  |                                                                       |
 3|    6.  Relevancy of the high school experience for students;          |
  |                                                                       |
 4|    7.  Ensuring that diploma requirements are aligned to college      |
  |                                                                       |
 5|and career readiness;                                                  |
  |                                                                       |
 6|    8.  Ensuring that course options have appropriate rigor to         |
  |                                                                       |
 7|prepare students for their next steps after high school graduation;    |
  |                                                                       |
 8|    9.  Ensuring that course options lead to a well-rounded            |
  |                                                                       |
 9|education promoting an engaged and informed citizenry; and             |
  |                                                                       |
10|    10.  Feasibility of incorporating new units or sets of             |
  |                                                                       |
11|competencies including computer science, health education and          |
  |                                                                       |
12|personal financial literacy.                                           |
  |                                                                       |
13|    C.  The task force shall be comprised of sixteen (16) members to   |
  |                                                                       |
14|be appointed as follows:                                               |
  |                                                                       |
15|    1.  The Superintendent of Public Instruction or designee;          |
  |                                                                       |
16|    2.  The Director of the Oklahoma Department of Career and          |
  |                                                                       |
17|Technology Education or designee;                                      |
  |                                                                       |
18|    3.  The Chancellor of The Oklahoma State System of Higher          |
  |                                                                       |
19|Education or designee;                                                 |
  |                                                                       |
20|    4.  The Secretary of Education and Workforce Development or        |
  |                                                                       |
21|designee;                                                              |
  |                                                                       |
22|    5.  Two members who are members of the Senate, appointed by the    |
  |                                                                       |
23|President Pro Tempore of the Senate;                                   |
  |                                                                       |

 1|    6.  Two members who are members of the House of Representatives,   |
  |                                                                       |
 2|appointed by the Speaker of the House of Representatives;              |
  |                                                                       |
 3|    7.  One member who represents a statewide association of school    |
  |                                                                       |
 4|board members, appointed by the State Superintendent of Public         |
  |                                                                       |
 5|Instruction;                                                           |
  |                                                                       |
 6|    8.  One member who represents a statewide organization that        |
  |                                                                       |
 7|represents school administrators, appointed by the State               |
  |                                                                       |
 8|Superintendent of Public Instruction;                                  |
  |                                                                       |
 9|    9.  One member who is a school counselor, appointed by the         |
  |                                                                       |
10|President Pro Tempore of the Senate;                                   |
  |                                                                       |
11|    10.  One member who is a school curriculum director, appointed     |
  |                                                                       |
12|by the Speaker of the House;                                           |
  |                                                                       |
13|    11.  One member who represents a statewide organization that       |
  |                                                                       |
14|represents businesses, appointed by the Governor;                      |
  |                                                                       |
15|    12.  One member who is appointed by the Superintendent of Public   |
  |                                                                       |
16|Instruction;                                                           |
  |                                                                       |
17|    13.  One member who is a parent of a recent high school            |
  |                                                                       |
18|graduate, appointed by the Governor; and                               |
  |                                                                       |
19|    14.  One member who is a recent high school graduate from an       |
  |                                                                       |
20|Oklahoma public school, appointed by the Superintendent of Public      |
  |                                                                       |
21|Instruction.                                                           |
  |                                                                       |
22|    D.  Appointments to the task force shall be made within thirty     |
  |                                                                       |
23|(30) days after the effective date of this act.  The task force        |
  |                                                                       |
24|shall conduct an organizational meeting not later than August 31,      |
  |                                                                       |

 1|2019.  The chair of the task force shall be the Superintendent of      |
  |                                                                       |
 2|Public Instruction.                                                    |
  |                                                                       |
 3|    E.  A quorum of the task force shall be required to approve any    |
  |                                                                       |
 4|final action of the task force.  For purposes of this section, seven   |
  |                                                                       |
 5|(7) members shall constitute a quorum.                                 |
  |                                                                       |
 6|    F.  The task force may meet as often as may be required in order   |
  |                                                                       |
 7|to perform the duties imposed upon it.                                 |
  |                                                                       |
 8|    G.  The meetings of the task force shall be subject to the         |
  |                                                                       |
 9|Oklahoma Open Meeting Act.                                             |
  |                                                                       |
10|    H.  Members of the task force shall receive no compensation or     |
  |                                                                       |
11|travel reimbursement for serving on the task force.                    |
  |                                                                       |
12|    I.  The Department of Education shall provide staff and            |
  |                                                                       |
13|administrative support to the task force.                              |
  |                                                                       |
14|    J.  The task force shall submit its recommendations to the         |
  |                                                                       |
15|Governor, the President Pro Tempore of the Senate, the Speaker of      |
  |                                                                       |
16|the House of Representatives and the chairs of the education           |
  |                                                                       |
17|committees of the Senate and the House of Representatives.  The task   |
  |                                                                       |
18|force shall submit a final report of its findings and                  |
  |                                                                       |
19|recommendations by December 31, 2020; however, nothing shall           |
  |                                                                       |
20|preclude the task force from submitting recommendations prior to       |
  |                                                                       |
21|that date.                                                             |
  |                                                                       |
22|    SECTION 2.  It being immediately necessary for the preservation    |
  |                                                                       |
23|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
24|                                                                       |

 1|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 2|be in full force from and after its passage and approval.              |
