12|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
13|    SECTION 1.     AMENDATORY     70 O.S. 2011, Section 6-189, as      |
  |                                                                       |
14|last amended by Section 1, Chapter 287, O.S.L. 2018 (70 O.S. Supp.     |
  |                                                                       |
15|2018, Section 6-189), is amended to read as follows:                   |
  |                                                                       |
16|    Section 6-189.  A.  The certification system required by the       |
  |                                                                       |
17|Oklahoma Teacher Preparation Act as part of the new teacher            |
  |                                                                       |
18|preparation system shall be competency-based.  The competencies for    |
  |                                                                       |
19|certification shall be integrated with competencies specified in       |
  |                                                                       |
20|Section 6-185 of this title.  By July 1, 1996, the State Board of      |
  |                                                                       |
21|Education shall adopt general competencies for certification, and by   |
  |                                                                       |
22|January 1, 1997, the Board shall have adopted full competencies and    |
  |                                                                       |
23|implemented the certification system as required in this act.  No      |
  |                                                                       |
24|higher education courses or credit hours may be specified by the       |
  |                                                                       |

 1|State Board of Education in rules for certification.  Nothing in the   |
  |                                                                       |
 2|certification rules adopted by the Board shall prohibit the Oklahoma   |
  |                                                                       |
 3|State Regents for Higher Education from adopting policies and          |
  |                                                                       |
 4|procedures it deems appropriate for coursework, grade point average,   |
  |                                                                       |
 5|or credit hours for teacher preparation at institutions in The         |
  |                                                                       |
 6|Oklahoma State System of Higher Education.                             |
  |                                                                       |
 7|    B.  The certification requirements for a school principal not      |
  |                                                                       |
 8|alternatively certified under subsection D of this section shall       |
  |                                                                       |
 9|include not less than:                                                 |
  |                                                                       |
10|    1.  Completion of a standard master's degree;                      |
  |                                                                       |
11|    2.  Completion of a program in education administration approved   |
  |                                                                       |
12|by the Oklahoma Commission for Teacher Preparation State Department    |
  |                                                                       |
13|of Education with an emphasis on curriculum, instruction and           |
  |                                                                       |
14|building-level leadership skills;                                      |
  |                                                                       |
15|    3.  Any other professional education and requirements as may be    |
  |                                                                       |
16|fixed by the State Board of Education;                                 |
  |                                                                       |
17|    4.  A passing score on the subject area competency examination     |
  |                                                                       |
18|required in Section 6-187 of this title; and                           |
  |                                                                       |
19|    5.  A minimum of two (2) years of successful teaching experience   |
  |                                                                       |
20|in public or private schools accredited by the State Board of          |
  |                                                                       |
21|Education or by the proper accrediting authority of another state of   |
  |                                                                       |
22|the United States.                                                     |
  |                                                                       |
23|                                                                       |
  |                                                                       |
24|                                                                       |
  |                                                                       |

 1|    C.  The certification requirements for a superintendent of         |
  |                                                                       |
 2|schools not alternatively certified under subsection D of this         |
  |                                                                       |
 3|section shall include not less than:                                   |
  |                                                                       |
 4|    1.  Certification as a school principal or completion of the       |
  |                                                                       |
 5|certification requirements for a school principal as set forth in      |
  |                                                                       |
 6|subsection B of this section;                                          |
  |                                                                       |
 7|    2.  Completion of a program in education administration approved   |
  |                                                                       |
 8|by the Oklahoma Commission for Teacher Preparation State Department    |
  |                                                                       |
 9|of Education with an emphasis on district-level leadership skills,     |
  |                                                                       |
10|and which shall include the following competencies:                    |
  |                                                                       |
11|         a.    instructional leadership,                               |
  |                                                                       |
12|         b.    organizational leadership, including education          |
  |                                                                       |
13|              finance, education law, and risk management,             |
  |                                                                       |
14|         c.    collaborative and community leadership, and             |
  |                                                                       |
15|         d.    ethical leadership, or.                                 |
  |                                                                       |
16|    The requirement in this paragraph shall not apply to any person    |
  |                                                                       |
17|who has completed an Oklahoma Commission for Teacher Preparation a     |
  |                                                                       |
18|Commission for Educational Quality and Accountability approved         |
  |                                                                       |
19|Master's Degree in Education Administration master's degree in         |
  |                                                                       |
20|education administration or has completed a program in education       |
  |                                                                       |
21|administration that included competencies that are substantially       |
  |                                                                       |
22|equal to those listed in this paragraph, and if the degree or          |
  |                                                                       |
23|program was completed between the effective date of this act and       |
  |                                                                       |
24|July 1, 2005;                                                          |

 1|    3.  Any other professional education and requirements as may be    |
  |                                                                       |
 2|fixed by the State Board of Education;                                 |
  |                                                                       |
 3|    4.  A passing score on the subject area competency examination     |
  |                                                                       |
 4|required in Section 6-187 of this title; and                           |
  |                                                                       |
 5|    5.  A minimum of two (2) years of administrative experience in     |
  |                                                                       |
 6|public or private schools accredited by the State Board of Education   |
  |                                                                       |
 7|or by the proper accrediting authority of another state of the         |
  |                                                                       |
 8|United States.                                                         |
  |                                                                       |
 9|    D.  1.  The standards for alternative certification for            |
  |                                                                       |
10|superintendents of schools and principals shall include:               |
  |                                                                       |
11|         a.    the completion of a standard master's degree,           |
  |                                                                       |
12|         b.    two (2) years of relevant work experience in a          |
  |                                                                       |
13|              supervisory or administrative capacity,                  |
  |                                                                       |
14|         c.    a passing score on the subject area competency          |
  |                                                                       |
15|              examination required in Section 6-187 of this title,     |
  |                                                                       |
16|              and                                                      |
  |                                                                       |
17|         d.    filing with the director of teacher education at an     |
  |                                                                       |
18|              Oklahoma accredited institution of higher education a    |
  |                                                                       |
19|              plan for completing an alternative administrative        |
  |                                                                       |
20|              preparation program within three (3) years.  Relevant    |
  |                                                                       |
21|              work experience and coursework may be considered and     |
  |                                                                       |
22|              applied to complete the plan.                            |
  |                                                                       |
23|                                                                       |
  |                                                                       |

  |                                                                       |

 1|    2.  An alternative certificate for superintendent of schools and   |
  |                                                                       |
 2|principals shall not exceed three (3) years and shall not be           |
  |                                                                       |
 3|renewable.                                                             |
  |                                                                       |
 4|    3.  Upon successful completion of an alternative administrative    |
  |                                                                       |
 5|preparation program by a participant, the State Board of Education     |
  |                                                                       |
 6|shall issue a standard certificate for superintendent or principal,    |
  |                                                                       |
 7|as applicable, to the applicant.                                       |
  |                                                                       |
 8|    4.  Any person participating in an alternative certification       |
  |                                                                       |
 9|program for superintendent of schools and principals on the            |
  |                                                                       |
10|effective date of this act shall be subject to the program             |
  |                                                                       |
11|requirements in effect prior to the effective date of this act.        |
  |                                                                       |
12|    E.  The certification requirements for a superintendent of a       |
  |                                                                       |
13|technology center school district shall include not less than a        |
  |                                                                       |
14|standard master's degree, any other professional education             |
  |                                                                       |
15|requirements as may be fixed by the State Board of Education, and a    |
  |                                                                       |
16|minimum of four (4) years teaching, supervisory or administrative      |
  |                                                                       |
17|experience, which may include teaching of full-time adult students,    |
  |                                                                       |
18|in a technology center school district.  A person meeting the          |
  |                                                                       |
19|requirements set forth in subsection C of this section shall be        |
  |                                                                       |
20|eligible for a certificate for superintendent of a technology center   |
  |                                                                       |
21|school district.                                                       |
  |                                                                       |
22|    F.  The State Board of Education and the State Board of Career     |
  |                                                                       |
23|and Technology Education shall promulgate rules for a certification    |
  |                                                                       |
24|system option specifically for teachers and instructors in the         |
  |                                                                       |

 1|technology center school districts.  The teacher preparation system    |
  |                                                                       |
 2|shall be competency-based.  The competencies for certification shall   |
  |                                                                       |
 3|be integrated with competencies of this title, as well as reflect      |
  |                                                                       |
 4|industry-based skills, standards and certifications.                   |
  |                                                                       |
 5|    G.  Certificates issued by the State Board of Education may be     |
  |                                                                       |
 6|revoked by the State Board of Education for willful violation of any   |
  |                                                                       |
 7|rule of the Board or of any federal or state law or other proper       |
  |                                                                       |
 8|cause but only after sufficient hearing has been given before the      |
  |                                                                       |
 9|Board.                                                                 |
  |                                                                       |
10|    H.  Teaching in a Head Start program or programs shall be used     |
  |                                                                       |
11|for renewal of a standard teaching certificate.                        |
  |                                                                       |
12|    I.  Nothing in this section shall restrict the right of the        |
  |                                                                       |
13|State Board of Education to issue an emergency or provisional          |
  |                                                                       |
14|certificate to a school principal or superintendent of schools for     |
  |                                                                       |
15|any district.                                                          |
  |                                                                       |
16|    SECTION 2.  This act shall become effective July 1, 2019.          |
  |                                                                       |
17|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
18|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
19|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
20|be in full force from and after its passage and approval.              |
