 6|       An Act relating to schools; defining term; allowing             |
  |       social-emotional learning instruction for students;             |
 7|       authorizing the State Department of Education or                |
  |       local school district to create and offer                       |
 8|       instructional materials; providing for codification;            |
  |       and providing an effective date.                                |
 9|                                                                       |
  |                                                                       |

  |                                                                       |
11|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
12|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
13|in the Oklahoma Statutes as Section 11-103.7a of Title 70, unless      |
  |                                                                       |
14|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
15|    A.  As used in this section, "social-emotional learning" is the    |
  |                                                                       |
16|process through which children and adults understand and manage        |
  |                                                                       |
17|emotions, set and achieve positive goals, feel and show empathy for    |
  |                                                                       |
18|others, establish and maintain positive relationships and make         |
  |                                                                       |
19|responsible decisions.                                                 |
  |                                                                       |
20|    B.  Beginning in the 2022-2023 school year, each school district   |
  |                                                                       |
21|in the state may provide age-appropriate instruction of                |
  |                                                                       |
22|social-emotional learning at the option of the local school            |
  |                                                                       |
23|district.                                                              |

 1|    C.  The State Department of Education may create or offer          |
  |                                                                       |
 2|accurate instructional materials for social-emotional learning         |
  |                                                                       |
 3|education on the Department's website.  A school district may elect    |
  |                                                                       |
 4|to create or implement its own social-emotional learning education     |
  |                                                                       |
 5|instructional materials.                                               |
  |                                                                       |
 6|    SECTION 2.  This act shall become effective November 1, 2021.      |
  |                                                                       |
