12|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
13|    SECTION 1.     NEW LAW     A new section of law not to be          |
  |                                                                       |
14|codified in the Oklahoma Statutes reads as follows:                    |
  |                                                                       |
15|    A.  There is hereby created, to continue until December 31,        |
  |                                                                       |
16|2022, the "Out-of-Schooltime Task Force".  The purpose of the task     |
  |                                                                       |
17|force shall be to identify, evaluate and recommend a set of best       |
  |                                                                       |
18|practices for children, youth and families which will improve and      |
  |                                                                       |
19|increase the number of quality, affordable out-of-school programs in   |
  |                                                                       |
20|the state.                                                             |
  |                                                                       |
21|    B.  The task force shall be comprised of nineteen (19) members     |
  |                                                                       |
22|as follows:                                                            |
  |                                                                       |
23|    1.  One member of the Oklahoma House of Representatives,           |
  |                                                                       |
24|appointed by the Speaker of the Oklahoma House of Representatives;     |

 1|    2.  One member of the Oklahoma State Senate, appointed by the      |
  |                                                                       |
 2|President Pro Tempore of the Oklahoma State Senate;                    |
  |                                                                       |
 3|    3.  The State Superintendent of Public Instruction or designee;    |
  |                                                                       |
 4|    4.  The Director of the Department of Human Services or            |
  |                                                                       |
 5|designee;                                                              |
  |                                                                       |
 6|    5.  The Commissioner of the Department of Mental Health and        |
  |                                                                       |
 7|Substance Abuse Services or designee;                                  |
  |                                                                       |
 8|    6.  The Executive Director of the Office of Juvenile Affairs or    |
  |                                                                       |
 9|designee;                                                              |
  |                                                                       |
10|    7.  The Commissioner of the State Department of Health or          |
  |                                                                       |
11|designee;                                                              |
  |                                                                       |
12|    8.  One member who is a school administrator, appointed by the     |
  |                                                                       |
13|State Superintendent of Public Instruction;                            |
  |                                                                       |
14|    9.  One member who is a certified teacher, appointed by the        |
  |                                                                       |
15|State Superintendent of Public Instruction;                            |
  |                                                                       |
16|    10.  One member who is a representative of a tribal nation,        |
  |                                                                       |
17|appointed by the Speaker of the Oklahoma House of Representatives;     |
  |                                                                       |
18|    11.  One member who is a representative of a national nonprofit    |
  |                                                                       |
19|organization made up of local chapters which provide youth             |
  |                                                                       |
20|development programming during out-of-schooltime hours to children     |
  |                                                                       |
21|six (6) to eighteen (18) years of age at a minimum of seventy-five     |
  |                                                                       |
22|(75) sites statewide and aggregate statewide outcomes data via a       |
  |                                                                       |
23|national survey, appointed by the Speaker of the Oklahoma House of     |
  |                                                                       |
24|Representatives;                                                       |

 1|    12.  One member who is a representative of a national nonprofit    |
  |                                                                       |
 2|organization for youth development, healthy living and social          |
  |                                                                       |
 3|responsibility, appointed by the President Pro Tempore of the          |
  |                                                                       |
 4|Oklahoma State Senate;                                                 |
  |                                                                       |
 5|    13.  One member who is a representative of a nonprofit statewide   |
  |                                                                       |
 6|after-school network, appointed by the President Pro Tempore of the    |
  |                                                                       |
 7|Oklahoma State Senate;                                                 |
  |                                                                       |
 8|    14.  One member who is a representative of the Governor's          |
  |                                                                       |
 9|office, appointed by the Governor;                                     |
  |                                                                       |
10|    15.  Three members who represent out-of-schooltime service         |
  |                                                                       |
11|providers from different geographic areas of the state, one of which   |
  |                                                                       |
12|shall be a for-profit licensed child care provider actively            |
  |                                                                       |
13|providing out-of-schooltime services in the state, appointed by the    |
  |                                                                       |
14|Governor; and                                                          |
  |                                                                       |
15|    16.  Two members who represent higher education, one from a        |
  |                                                                       |
16|public research university and one from a public regional              |
  |                                                                       |
17|university, appointed by the Governor.                                 |
  |                                                                       |
18|    C.  Appointments to the task force shall be made by December 1,    |
  |                                                                       |
19|2021.  Members of the task force shall serve at the pleasure of the    |
  |                                                                       |
20|appointing authority.  A vacancy on the task force shall be filled     |
  |                                                                       |
21|by the appointing authority.                                           |
  |                                                                       |
22|    D.  The task force shall elect a chair and vice-chair at its       |
  |                                                                       |
23|first meeting.  A majority of the members present at a meeting shall   |
  |                                                                       |
24|constitute a quorum to conduct business.                               |

 1|    E.  The task force shall convene at least six meetings and be      |
  |                                                                       |
 2|authorized to meet at such times as may be required in order to        |
  |                                                                       |
 3|fulfill the duties imposed upon the task force by law.  Members of     |
  |                                                                       |
 4|the task force shall not be reimbursed for travel expenses.            |
  |                                                                       |
 5|    F.  The task force shall:                                          |
  |                                                                       |
 6|    1.  Review existing maps of after-school programs and highlight    |
  |                                                                       |
 7|gaps in access and equity, including equity for Oklahomans with        |
  |                                                                       |
 8|disabilities;                                                          |
  |                                                                       |
 9|    2.  Engage with and solicit feedback from:                         |
  |                                                                       |
10|         a.    faculty at institutes of higher learning,               |
  |                                                                       |
11|         b.    community practitioners,                                |
  |                                                                       |
12|         c.    recognized professional associations, and               |
  |                                                                       |
13|         d.    the public;                                             |
  |                                                                       |
14|    3.  Identify and evaluate a set of evidence-based,                 |
  |                                                                       |
15|evidence-informed and promising best practices to improve and          |
  |                                                                       |
16|increase the number of quality, affordable out-of-school programs in   |
  |                                                                       |
17|the state;                                                             |
  |                                                                       |
18|    4.  Review tools to evaluate success across education, health,     |
  |                                                                       |
19|substance abuse prevention and workforce readiness outcomes;           |
  |                                                                       |
20|    5.  Recommend these best practices and evaluation tools,           |
  |                                                                       |
21|including disseminating information to:                                |
  |                                                                       |
22|         a.    the State Department of Health, Department of Human     |
  |                                                                       |
23|             Services, State Department of Education, Office of the    |
  |                                                                       |
24|             Attorney General and other agencies, as appropriate,      |
  |                                                                       |

 1|         b.    state, tribal and local government agencies including   |
  |                                                                       |
 2|             their educational agencies,                               |
  |                                                                       |
 3|         c.    other entities identified by the task force, and        |
  |                                                                       |
 4|         d.    the general public; and                                 |
  |                                                                       |
 5|    6.  Explore funding sources to support out of schooltime.          |
  |                                                                       |
 6|    G.  The task force shall be subject to the Oklahoma Open Meeting   |
  |                                                                       |
 7|Act and the Oklahoma Open Records Act.                                 |
  |                                                                       |
 8|    H.  Staff assistance for the task force shall be provided by the   |
  |                                                                       |
 9|state-based affiliate of the national nonprofit organization           |
  |                                                                       |
10|representative appointed pursuant to paragraph 11 of subsection B of   |
  |                                                                       |
11|this section.                                                          |
  |                                                                       |
12|    I.  The task force shall issue a report of its findings to the     |
  |                                                                       |
13|Oklahoma Legislature and Governor no later than December 1, 2022.      |
  |                                                                       |
14|    SECTION 2.  This act shall become effective November 1, 2021.      |
  |                                                                       |
