 9|       An Act relating to schools; prohibiting certain                 |
  |       employees from being required to engage in certain              |
10|       training, orientation or therapy that presents any              |
  |       form of certain stereotyping or blame; prohibiting              |
11|       certain employees from requiring certain concepts to            |
  |       be part of a course; specifying concepts; providing             |
12|       for promulgation of rules; providing for                        |
  |       codification; providing an effective date; and                  |
13|       declaring an emergency.                                         |

16|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
17|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
18|in the Oklahoma Statutes as Section 11-103.12 of Title 70, unless      |
  |                                                                       |
19|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
20|    A.  No teacher, administrator or other employee of a state         |
  |                                                                       |
21|agency, school district, charter school or virtual charter school      |
  |                                                                       |
22|shall be required to engage in training, orientation or therapy that   |
  |                                                                       |
23|presents any form of race or sex stereotyping or blame on the basis    |
  |                                                                       |
24|of race or sex.                                                        |

 1|    B.  No teacher, administrator or other employee of a state         |
  |                                                                       |
 2|agency, school district, charter school or virtual charter school      |
  |                                                                       |
 3|shall require or make part of a course the following concepts:         |
  |                                                                       |
 4|    1.  One race or sex is inherently superior to another race or      |
  |                                                                       |
 5|sex;                                                                   |
  |                                                                       |
 6|    2.  An individual, by virtue of his or her race or sex, is         |
  |                                                                       |
 7|inherently racist, sexist or oppressive, whether consciously or        |
  |                                                                       |
 8|unconsciously;                                                         |
  |                                                                       |
 9|    3.  An individual should be discriminated against or receive       |
  |                                                                       |
10|adverse treatment solely or partly because of his or her race or       |
  |                                                                       |
11|sex;                                                                   |
  |                                                                       |
12|    4.  Members of one race or sex cannot and should not attempt to    |
  |                                                                       |
13|treat others without respect to race or sex;                           |
  |                                                                       |
14|    5.  An individual's moral character is necessarily determined by   |
  |                                                                       |
15|his or her race or sex;                                                |
  |                                                                       |
16|    6.  An individual, by virtue of his or her race or sex, bears      |
  |                                                                       |
17|responsibility for actions committed in the past by other members of   |
  |                                                                       |
18|the same race or sex;                                                  |
  |                                                                       |
19|    7.  Any individual should feel discomfort, guilt, anguish or any   |
  |                                                                       |
20|other form of psychological distress on account of his or her race     |
  |                                                                       |
21|or sex; or                                                             |
  |                                                                       |
22|    8.  Meritocracy or traits such as a hard work ethic are racist     |
  |                                                                       |
23|or sexist or were created by members of a particular race to oppress   |
  |                                                                       |
24|members of another race.                                               |

 1|    C.  The State Board of Education may promulgate rules to           |
  |                                                                       |
 2|implement the provisions of this section.                              |
  |                                                                       |
 3|    SECTION 2.  This act shall become effective July 1, 2021.          |
  |                                                                       |
 4|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
 5|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
 6|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 7|be in full force from and after its passage and approval.              |
