AMENDATORY 70 O.S. 2011, Section 6-192, as | | | 15|last amended by Section 2, Chapter 5, O.S.L. 2017 (70 O.S. Supp. | | | 16|2020, Section 6-192), is amended to read as follows: | | | 17| Section 6-192. A. It is hereby declared to be the intent of | | | 18|the Legislature to establish a professional development procedure | | | 19|whereby all teachers in the state continue their education beyond | | | 20|initial certification by the state to ensure that the children of | | | 21|the state are taught by professional educators, fully prepared in | | | 22|their areas of expertise. 1|education courses, or other alternative means of education designed | | | 2|to help teachers enrich their professional abilities. | | | 3| B. The professional development procedure shall include digital | | | 4|teaching and learning standards to enhance content delivery to | | | 5|students and improve student achievement. A local district board of | | | 6|education shall require a program for teachers which shall emphasize | | | 7|the importance of digital teaching and learning standards. The | | | 8|program shall be completed the first year a certified teacher is | | | 9|employed by a school district, and then at a frequency as determined | | | 10|by the local board. | | | 11| SECTION 2. AMENDATORY Section 1, Chapter 286, O.S.L. | | | 12|2019 (70 O.S. Supp. 2020, Section 6-194.3), is amended to read as | | | 13|follows: | | | 14| Section 6-194.3. A. The State Department of Education and the | | | 15|Department of Mental Health and Substance Abuse Services, in | | | 16|consultation with school district superintendents and school | | | 17|district boards of education, shall develop and make available to | | | 18|school districts information, training and resources to help school | | | 19|employees recognize and address the mental health needs of students. | | | 20| A local district board of education shall require a training | | | 21|program for teachers which shall emphasize the importance of | | | 22|recognizing and addressing the mental health needs of students. The information made available to school districts shall | | | 4|include but not be limited to: | | | 5| 1. Information about the services provided by community-based | | | 6|organizations related to mental health, substance abuse and trauma; | | | 7| 2. Information about the impact trauma and adverse childhood | | | 8|experiences can have on a student's ability to learn; | | | 9| 3. The availability of mental health evaluation and treatment | | | 10|available by telemedicine; and | | | 11| 4. Information about evidence-based strategies for prevention | | | 12|of at-risk behaviors. | | | 13| SECTION 3. AMENDATORY Section 1, Chapter 4, O.S.L. 2015 | | | 14|(70 O.S. Supp. 2020, Section 11-103.6j), is amended to read as | | | 15|follows: | | | 16| Section 11-103.6j. A. The State Department of Education, in | | | 17|collaboration with the Oklahoma Department of Labor, shall make | | | 18|available to school districts information regarding workplace safety | | | 19|training for grades seven through twelve. Such information shall | | | 20|include the Oklahoma Department of Labor's "Youth @ Work Talking | | | 21|Safety: A Safety and Health Curriculum for Young Workers". | | | 22| B. 1|importance of incorporating workplace safety training in their | | | 2|curriculum. | | | 3| C. A local district board of education shall require a program | | | 4|for seventh-grade through twelfth-grade teachers which shall | | | 5|emphasize the importance of incorporating workplace safety training | | | 6|into curriculum. The program shall be completed the first year a | | | 7|certified teacher is employed by a school district, and then at a | | | 8|frequency as determined by the local board. | | | 9| D. The State Board of Education shall promulgate rules to | | | 10|implement the provisions of this act. | | | 11| SECTION 4. AMENDATORY 70 O.S. 2011, Section 1210.229-5, | | | 12|is amended to read as follows: | | | 13| Section 1210.229-5. A. The State Superintendent of Public | | | 14|Instruction and State Department of Education in conjunction with | | | 15|the Oklahoma Drug and Alcohol Abuse Policy Board shall: | | | 16| 1.
establishEstablish objective criteria, guidelines and a | | | 17|comprehensive integrated curriculum for substance abuse programs and | | | 18|the teaching of life skills in local schools and school districts; | | | 19| 2. establishEstablish and review annually model policies for | | | 20|alcohol and drug abuse issues, including but not limited to policies | | | 21|regarding disciplinary actions and referral for services; | | | 22| 3. developDevelop and implement strategies which encourage all | | | 23|schools to employ guidance counselors trained in substance abuse | | | 24| | | | arsid3483313 SENATE FLOOR VERSION - HB1593 SFLR Page 4 ___________________________________________________________________________
1|prevention and life skills and to develop and begin implementing | | | 2|quality substance abuse and life skills education programs; and | | | 3| 4.
developDevelop guidelines and criteria to encourage | | | 4|teachers and administrators to receive in-service training on | | | 5|alcohol and drug abuse. The training or workshops should be | | | 6|included in the staff development point system. The training or | | | 7|workshop shall be completed the first year a certified teacher is | | | 8|employed by a school district, and then once every third academic | | | 9|year. | | | 10| B. The State Department of Education shall distribute | | | 11|information or reports provided by the Oklahoma Drug and Alcohol | | | 12|Abuse Policy Board, to each school district and, upon request, to | | | 13|members of the public. Upon request of the chief administrator of a | | | 14|school or school district, the Department shall provide technical | | | 15|assistance to schools and school districts to implement policies and | | | 16|programs pursuant to guidelines provided by the Oklahoma Drug and | | | 17|Alcohol Abuse Policy Board and shall provide a clearinghouse program | | | 18|accessible by school districts to provide information about life | | | 19|skills and drug and alcohol abuse prevention curricula and programs. | | | 20| C. Final determination of materials to be used, means of | | | 21|implementation of the curriculum, and ages and times at which | | | 22|students receive instruction about said life skills and drug and | | | 23|alcohol abuse prevention shall be made by the local school board. | | | 24|The local school district, at least one (1) month prior to giving | | | arsid3483313 SENATE FLOOR VERSION - HB1593 SFLR Page 5 ___________________________________________________________________________
1|such instruction to students, shall conduct for parents and | | | 2|guardians of students involved, during weekend or evening hours, at | | | 3|least one presentation concerning the plans for instruction and the | | | 4|materials to be used. No student shall be required to receive | | | 5|instruction about said life skills and drug and alcohol abuse | | | 6|prevention if a parent or guardian of the student objects in | | | 7|writing. | | | 8| SECTION 5.
