14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
15|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
16|in the Oklahoma Statutes as Section 14-135 of Title 70, unless there   |
  |                                                                       |
17|is created a duplication in numbering, reads as follows:               |
  |                                                                       |
18|    Subject to the availability of funds, beginning with the           |
  |                                                                       |
19|2019-2020 school year, the Oklahoma Department of Commerce, in         |
  |                                                                       |
20|cooperation with the State Department of Education and the             |
  |                                                                       |
21|Commission for Educational Quality and Accountability, shall review    |
  |                                                                       |
22|and approve career-readiness assessments and assessment-based          |
  |                                                                       |
23|credentials that measure and document foundational workplace skills.   |
  |                                                                       |
24| Beginning with the 2019-2020 school year, the assessments shall be    |
  |                                                                       |

 1|made available to all public school districts to be administered to    |
  |                                                                       |
 2|students at the discretion of each school district's administration.   |
  |                                                                       |
 3| The assessment-based credential shall be available to any student     |
  |                                                                       |
 4|who achieves the prescribed level on the required assessments.  If     |
  |                                                                       |
 5|the public school district chooses to administer the assessments,      |
  |                                                                       |
 6|the assessments shall be administered at least once to each student    |
  |                                                                       |
 7|who chooses to take the assessment at no cost to the student.  The     |
  |                                                                       |
 8|assessments shall:                                                     |
  |                                                                       |
 9|    1.  Be a standardized, criterion-referenced measure of broadly     |
  |                                                                       |
10|relevant foundational workplace skills;                                |
  |                                                                       |
11|    2.  Assess and document student readiness for a wide range of      |
  |                                                                       |
12|jobs;                                                                  |
  |                                                                       |
13|    3.  Measure skills in the following areas, including but not       |
  |                                                                       |
14|limited to:                                                            |
  |                                                                       |
15|         a.    applied mathematics,                                    |
  |                                                                       |
16|         b.    workplace documents,                                    |
  |                                                                       |
17|         c.    graphic literacy, or                                    |
  |                                                                       |
18|         d.    critical thinking and leadership collaboration;         |
  |                                                                       |
19|    4.  Align with research-based skill requirement profiles for       |
  |                                                                       |
20|specific industries and occupations;                                   |
  |                                                                       |
21|    5.  Lead to nationally recognized work-readiness certificates or   |
  |                                                                       |
22|credentials for students who meet the minimum proficiency              |
  |                                                                       |
23|requirements on the component assessments; and                         |
  |                                                                       |
24|    6.  Be available in paper- and computer-based formats.             |

 1|    SECTION 2.  This act shall become effective July 1, 2019.          |
  |                                                                       |
 2|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
 3|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
 4|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 5|be in full force from and after its passage and approval.              |
