13|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
14|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
15|in the Oklahoma Statutes as Section 6-195.3 of Title 70, unless        |
  |                                                                       |
16|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
17|    A.  A person who is issued an emergency certificate by the State   |
  |                                                                       |
18|Board of Education pursuant to subsection F of Section 6-187 of        |
  |                                                                       |
19|Title 70 of the Oklahoma Statutes and who does not already hold a      |
  |                                                                       |
20|standard certificate shall complete no less than two (2) days of       |
  |                                                                       |
21|professional development training as provided in subsection C of       |
  |                                                                       |
22|this section prior to entering the classroom.  A school district may   |
  |                                                                       |
23|also require a new certified teacher to complete no less than two      |
  |                                                                       |

 1|(2) days of professional development training as provided in           |
  |                                                                       |
 2|subsection C of this section prior to entering the classroom.          |
  |                                                                       |
 3|    B.  The training shall be offered by the employing school          |
  |                                                                       |
 4|district.  School districts may cooperate with other districts or      |
  |                                                                       |
 5|contract with an institution of higher education to offer the          |
  |                                                                       |
 6|training.                                                              |
  |                                                                       |
 7|    C.  The training described in this section shall include, but      |
  |                                                                       |
 8|not be limited to, the following professional development:             |
  |                                                                       |
 9|    1.  Classroom management skills;                                   |
  |                                                                       |
10|    2.  School and classroom procedures and policies;                  |
  |                                                                       |
11|    3.  Subject-specific instructional methods; and                    |
  |                                                                       |
12|    4.  Writing lesson plans.                                          |
  |                                                                       |
13|    D.  The school district shall provide additional training          |
  |                                                                       |
14|opportunities for teachers with emergency certification throughout     |
  |                                                                       |
15|the school year.  Pursuant to Section 6-195 of Title 70 of the         |
  |                                                                       |
16|Oklahoma Statutes, the school principal shall also arrange a mentor    |
  |                                                                       |
17|to provide support, guidance and advice to the emergency-certified     |
  |                                                                       |
18|teacher on an ongoing basis.  The mentor shall be in addition to any   |
  |                                                                       |
19|instructional coach that may be provided by the district.              |
  |                                                                       |
20|    SECTION 2.  This act shall become effective November 1, 2019.      |
  |                                                                       |
