 9|       An Act relating to sunset; amending 10 O.S. 2011,               |
  |       Section 640.1, as last amended by Section 1, Chapter            |
10|       296, O.S.L. 2017 (10 O.S. Supp. 2020, Section 640.1),           |
  |       which relates to the Oklahoma Partnership for School            |
11|       Readiness Board; re-creating the Board; and modifying           |
  |       termination date.                                               |

14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
15|    SECTION 1.     AMENDATORY     10 O.S. 2011, Section 640.1, as      |
  |                                                                       |
16|last amended by Section 1, Chapter 296, O.S.L. 2017 (10 O.S. Supp.     |
  |                                                                       |
17|2020, Section 640.1), is amended to read as follows:                   |
  |                                                                       |
18|    Section 640.1.  A.  There is hereby re-created until July 1,       |
  |                                                                       |
19|2021 2024, in accordance with the Oklahoma Sunset Law, the Oklahoma    |
  |                                                                       |
20|Partnership for School Readiness Board.  The Board shall promote       |
  |                                                                       |
21|school readiness supporting community-based efforts to increase the    |
  |                                                                       |
22|number of children who are ready to succeed by the time they enter     |
  |                                                                       |
23|school.  The Board shall additionally serve as the state's Early       |
  |                                                                       |
24|Childhood Advisory Council and fulfill the responsibilities            |
  |                                                                       |

 1|described in the Head Start Act of 2007 (PL 110-134, Section 642B).    |
  |                                                                       |
 2|The Board shall consist of representatives from the private and        |
  |                                                                       |
 3|public sectors as follows:                                             |
  |                                                                       |
 4|    1.  Fifteen private sector representatives appointed by the        |
  |                                                                       |
 5|Governor from a list submitted by an existing private-sector school    |
  |                                                                       |
 6|readiness initiative that includes in its focus community              |
  |                                                                       |
 7|mobilization and public engagement activities to include:              |
  |                                                                       |
 8|         a.   two parents of children eight (8) years of age or        |
  |                                                                       |
 9|              younger, and                                             |
  |                                                                       |
10|         b.   one representative of licensed child care providers;     |
  |                                                                       |
11|    2.  One representative of the licensed child care industry         |
  |                                                                       |
12|appointed by the Governor from a list submitted by an association      |
  |                                                                       |
13|representing the licensed child care industry in this state;           |
  |                                                                       |
14|    3.  One representative of a state association of federally         |
  |                                                                       |
15|funded early childhood programs appointed by the Governor; and         |
  |                                                                       |
16|    4.  To ensure that existing resources are being utilized           |
  |                                                                       |
17|effectively, fifteen public sector representatives or their            |
  |                                                                       |
18|designees as follows:                                                  |
  |                                                                       |
19|         a.   State Superintendent of Public Instruction,              |
  |                                                                       |
20|         b.   State Commissioner of Health,                            |
  |                                                                       |
21|         c.   Commissioner of the Department of Mental Health and      |
  |                                                                       |
22|              Substance Abuse Services,                                |
  |                                                                       |
23|         d.   Director of the Oklahoma Department of Commerce,         |
  |                                                                       |
24|         e.   Director of the Oklahoma Department of Libraries,        |
  |                                                                       |

 1|         f.   Director of the Department of Human Services,            |
  |                                                                       |
 2|         g.   Administrator of the Oklahoma Health Care Authority,     |
  |                                                                       |
 3|         h.   Director of the Oklahoma Commission on Children and      |
  |                                                                       |
 4|              Youth,                                                   |
  |                                                                       |
 5|         i.   Director of the State Department of Rehabilitation       |
  |                                                                       |
 6|              Services,                                                |
  |                                                                       |
 7|         j.   Executive Director of the Oklahoma Educational           |
  |                                                                       |
 8|              Television Authority,                                    |
  |                                                                       |
 9|         k.   Director of the Oklahoma Department of Career and        |
  |                                                                       |
10|              Technology Education,                                    |
  |                                                                       |
11|         l.   Chancellor of the Oklahoma State Regents for Higher      |
  |                                                                       |
12|              Education,                                               |
  |                                                                       |
13|         m.   Cabinet Secretary with responsibility for education      |
  |                                                                       |
14|              agencies,                                                |
  |                                                                       |
15|         n.   Dean of the College of Human Environmental Sciences,     |
  |                                                                       |
16|              Oklahoma State University, and                           |
  |                                                                       |
17|         o.   State Director of Head Start Collaboration.              |
  |                                                                       |
18|    B.  Members appointed by the Governor shall serve terms of four    |
  |                                                                       |
19|(4) years; provided, of those members initially appointed to the       |
  |                                                                       |
20|Board, eight members shall be appointed for two-year terms,            |
  |                                                                       |
21|beginning September 1, 2003, and seven members shall be appointed      |
  |                                                                       |
22|for four-year terms, beginning September 1, 2003, as designated by     |
  |                                                                       |
23|the Governor.  The member appointed pursuant to paragraph 2 of         |
  |                                                                       |
24|subsection A of this section shall be appointed for an initial term    |
  |                                                                       |

 1|to end on August 31, 2007.  The member appointed pursuant to           |
  |                                                                       |
 2|paragraph 3 of subsection A of this section shall be appointed for     |
  |                                                                       |
 3|an initial term to end on August 31, 2009.  Appointed members shall    |
  |                                                                       |
 4|continue in office until a successor is appointed by the Governor.     |
  |                                                                       |
 5|The Governor shall fill all vacancies in the same manner as the        |
  |                                                                       |
 6|original appointment was made.                                         |
  |                                                                       |
 7|    C.  The Director of the Department of Human Services shall         |
  |                                                                       |
 8|convene an organizational meeting of the Oklahoma Partnership for      |
  |                                                                       |
 9|School Readiness Board prior to November 1, 2003, at which time        |
  |                                                                       |
10|members of the Board shall elect a chair, a vice-chair, and other      |
  |                                                                       |
11|officers as needed.  A majority of the members of the Board shall      |
  |                                                                       |
12|constitute a quorum for the transaction of business.                   |
  |                                                                       |
13|    D.  Members of the Board shall receive no compensation for         |
  |                                                                       |
14|serving on the Board but shall receive travel reimbursement as         |
  |                                                                       |
15|follows:                                                               |
  |                                                                       |
16|    1.  State agency officers and employees who are members of the     |
  |                                                                       |
17|Board shall be reimbursed for travel expenses incurred in the          |
  |                                                                       |
18|performance of their duties by their respective agencies in            |
  |                                                                       |
19|accordance with the State Travel Reimbursement Act; and                |
  |                                                                       |
20|    2.  Remaining members shall be reimbursed by the Board from any    |
  |                                                                       |
21|funds received by the Board for travel expenses incurred in the        |
  |                                                                       |
22|performance of their duties in accordance with the State Travel        |
  |                                                                       |
23|Reimbursement Act.                                                     |

 1|    E.  Members of the Board shall be exempt from the                  |
  |                                                                       |
 2|dual-office-holding provisions of Section 6 of Title 51 of the         |
  |                                                                       |
 3|Oklahoma Statutes.                                                     |
