 7|       An Act relating to schools; amending Section 1,                 |
  |       Chapter 286, O.S.L. 2019 (70 O.S. Supp. 2020, Section           |
 8|       6-194.3), which relates to mental health needs of               |
  |       students; including information about violence                  |
 9|       de-escalation in certain information made available             |
  |       to school districts; specifying topics to be                    |
10|       included; and providing an effective date.                      |

  |                                                                       |
13|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
14|    SECTION 1.     AMENDATORY     Section 1, Chapter 286, O.S.L.       |
  |                                                                       |
15|2019 (70 O.S. Supp. 2020, Section 6-194.3), is amended to read as      |
  |                                                                       |
16|follows:                                                               |
  |                                                                       |
17|    Section 6-194.3  A.  The State Department of Education and the     |
  |                                                                       |
18|Department of Mental Health and Substance Abuse Services, in           |
  |                                                                       |
19|consultation with school district superintendents and school           |
  |                                                                       |
20|district boards of education, shall develop and make available to      |
  |                                                                       |
21|school districts information, training and resources to help school    |
  |                                                                       |
22|employees recognize and address the mental health needs of students.   |
  |                                                                       |
23|    B.  The information made available to school districts shall       |
  |                                                                       |
24|include but not be limited to:                                         |
  |                                                                       |

 1|    1.  Information about the services provided by community-based     |
  |                                                                       |
 2|organizations related to mental health, substance abuse and trauma;    |
  |                                                                       |
 3|    2.  Information about the impact trauma and adverse childhood      |
  |                                                                       |
 4|experiences can have on a student's ability to learn;                  |
  |                                                                       |
 5|    3.  The availability of mental health evaluation and treatment     |
  |                                                                       |
 6|available by telemedicine; and                                         |
  |                                                                       |
 7|    4.  Information about evidence-based strategies for prevention     |
  |                                                                       |
 8|of at-risk behaviors; and                                              |
  |                                                                       |
 9|    5.  Information about violence de-escalation including but not     |
  |                                                                       |
10|limited to:                                                            |
  |                                                                       |
11|         a.    training in evidence-based, trauma-informed teaching    |
  |                                                                       |
12|              involving brain research including trauma's impact on    |
  |                                                                       |
13|              development and triggers,                                |
  |                                                                       |
14|         b.    procedures for setting up and maintaining a safe        |
  |                                                                       |
15|              environment through self-regulation practices for both   |
  |                                                                       |
16|              students and staff, and                                  |
  |                                                                       |
17|         c.    establishing and reviewing trauma-informed response     |
  |                                                                       |
18|              protocol for the classroom and school to address         |
  |                                                                       |
19|              behavior with positive and compassionate approaches.     |
  |                                                                       |
20|    SECTION 2.  This act shall become effective November 1, 2021.      |
  |                                                                       |
21|                                                                       |
