NEW LAW A new section of law to be codified | | | 18|in the Oklahoma Statutes as Section 1210.508-4 of Title 70, unless | | | 19|there is created a duplication in numbering, reads as follows: | | | 20| A. As used in this section: | | | 21| "Individual Career and Academic Plan (ICAP)" means an | | | 22|individualized plan developed by the student and the student's | | | 23|parent or legal guardian, in collaboration with their school | | | 24|counselors, school administrators, teachers and other school | | | arsid13138556 HB2155 HFLR Page 1 ___________________________________________________________________________
1|personnel, that is used to help establish personalized academic and | | | 2|career goals, explore postsecondary career and educational | | | 3|opportunities, align course work and curriculum, apply to | | | 4|postsecondary institutions, secure financial aid and ultimately | | | 5|enter the workforce. | | | 6| B. As part of the multimeasures approach to high school | | | 7|graduation recommended by the State Board of Education, pursuant to | | | 8|Section 5 of House Bill No. 3218 passed by the Legislature in the | | | 9|2nd Session of the 55th Legislature, the Board shall adopt a new | | | 10|statewide system of college and career planning tools which shall be | | | 11|known as the "Individual Career Academic Plan (ICAP)". The Board | | | 12|shall work cooperatively with school districts to incorporate the | | | 13|ICAP into graduation requirements. | | | 14| 1. Beginning with students entering the ninth grade in the | | | 15|2019-2020 school year, each student shall be required to complete | | | 16|the process of an ICAP in order to graduate from a public high | | | 17|school with a standard diploma. Each year thereafter, students | | | 18|shall annually update their ICAP. The ICAP shall include, but not | | | 19|be limited to: | | | 20| a. career- and college-interest surveys, | | | 21| b. written postsecondary and workforce goals and | | | 22| information of progress towards these goals, | | | 23| c. intentional sequence of courses that reflect progress | | | 24| toward the postsecondary goal, | | | arsid13138556 HB2155 HFLR Page 2 ___________________________________________________________________________
1| d. the student's academic progress, including courses | | | 2| taken, assessment scores, any remediation or credit | | | 3| recovery and any Advanced Placement, International | | | 4| Baccalaureate; concurrent or dual enrollment credits | | | 5| earned and/or career certificate(s), certification(s), | | | 6| or endorsements, and | | | 7| e. experience in service learning and/or work | | | 8| environment activities. | | | 9| 2. The ICAP system shall be implemented according to the | | | 10|following schedule: | | | 11| a. for the 2017-2018 school year, the Oklahoma State | | | 12| Department of Education shall work with school | | | 13| districts, the Oklahoma State Regents for Higher | | | 14| Education and the Oklahoma State Board of Career and | | | 15| Technology Education to develop individual career | | | 16| academic planning tools for students in grades six | | | 17| through twelve, | | | 18| b. for the 2018-2019 school year, the Department shall | | | 19| incorporate the ICAP as described in paragraph 1 of | | | 20| this subsection on a pilot program basis, and | | | 21| c. for the 2019-2020 school year, and each school year | | | 22| thereafter, school districts shall fully incorporate | | | 23| and put into operation the ICAP as described in | | | 24| | | | arsid13138556 HB2155 HFLR Page 3 ___________________________________________________________________________
1| paragraph 1 of this subsection for all students | | | 2| entering the ninth grade. | | | 3| C. Nothing in this section shall be construed to prevent a | | | 4|district from implementing the ICAP for students in earlier grades. | | | 5| D. ICAPs for students with disabilities, as defined in the | | | 6|Individuals with Disabilities Education Act (IDEA), P.L. No. 105-17, | | | 7|shall take into account and work in cooperation with the student's | | | 8|individualized education program (IEP) or Section 504 Plan as | | | 9|defined by the Rehabilitation Act of 1973, P.L. No. 93-112. | | | 10| SECTION 2.
