1| STATE OF OKLAHOMA | | | 2| 1st Session of the 56th Legislature (2017) | | | 3|COMMITTEE SUBSTITUTE | |FOR | 4|HOUSE BILL NO. 2008 By: McCall | | | 5| | | | 6| | | | 7| COMMITTEE SUBSTITUTE | | | 8| An Act relating to education; creating the Dyslexia | | and Education Task Force; providing termination date; | 9| stating purpose of Task Force; providing for | | membership; providing date for appointments; | 10| describing process for filling vacancies; providing | | deadline for organizational meeting; directing | 11| election of a chair and vice-chair; providing for | | meetings; prohibiting travel reimbursement for Task | 12| Force members; listing duties of Task Force; | | requiring that Task Force comply with specified acts; | 13| providing staff assistance; requiring Task Force to | | issue report to the Legislature and Governor by a | 14| specified date; providing for noncodification; and | | providing an effective date. | 15| | | | 16| | | | 17|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 18| SECTION 1. NEW LAW A new section of law not to be | | | 19|codified in the Oklahoma Statutes reads as follows: | | | 20| A. There is hereby created, to continue until December 31, | | | 21|2018, the "Dyslexia and Education Task Force". The purpose of the | | | 22|Task Force shall be to create a dyslexia handbook that will provide | | | 23|guidance for schools, students and parents in identification, | | | 24| | | | Req. 1|intervention and support of students with dyslexia through | | | 2|accommodations and assistive technology. | | | 3| B. The Committee shall be composed of nineteen (19) members as | | | 4|follows: | | | 5| 1. The Superintendent of Public Instruction or designee; | | | 6| 2. The Chancellor of the Oklahoma State Regents for Higher | | | 7|Education or designee; | | | 8| 3. The Secretary of Education and Workforce Development or | | | 9|designee; | | | 10| 4. The Executive Director of the Office of Educational Quality | | | 11|and Accountability or designee; | | | 12| 5. A student with dyslexia, appointed by the Speaker of the | | | 13|Oklahoma House of Representatives; | | | 14| 6. A parent of a student with dyslexia, appointed by the | | | 15|President Pro Tempore of the Oklahoma State Senate; | | | 16| 7. A classroom teacher, appointed by the Governor; | | | 17| 8. A special education teacher, appointed by the Speaker of the | | | 18|Oklahoma House of Representatives; | | | 19| 9. A school principal, appointed by the President Pro Tempore | | | 20|of the Oklahoma State Senate; | | | 21| 10. A school counselor, appointed by the Governor; | | | 22| 11. A school district director of special services, appointed | | | 23|by the Speaker of the Oklahoma House of Representatives; | | | 24| | | | Req. 1| 12. A school superintendent, appointed by the President Pro | | | 2|Tempore of the Oklahoma State Senate; | | | 3| 13. A school psychologist, appointed by the Governor; | | | 4| 14. A member who is part of an organization that advocates on | | | 5|behalf of students with dyslexia, appointed by the Speaker of the | | | 6|Oklahoma House of Representatives; | | | 7| 15. A member who is an Academic Language Therapy Association | | | 8|certified Academic Language Therapist Qualified Instructor who is | | | 9|also a dyslexia therapist certified by the International Dyslexia | | | 10|Association, appointed by the President Pro Tempore of the Oklahoma | | | 11|State Senate; | | | 12| 16. A member who is an attorney who represents families and | | | 13|students that have been affected by dyslexia, appointed by the | | | 14|Governor; | | | 15| 17. A member who is part of a not-for-profit organization that | | | 16|encourages cooperation between educators, taxpayers and elected | | | 17|officials, appointed by the Speaker of the Oklahoma House of | | | 18|Representatives; | | | 19| 18. A member of the Oklahoma House of Representatives, | | | 20|appointed by the Speaker of the Oklahoma House of Representatives; | | | 21|and | | | 22| 19. A member of the Oklahoma State Senate, appointed by the | | | 23|President Pro Tempore of the Oklahoma State Senate. | | | 24| | | | Req. 1| C. Appointments to the Task Force shall be made by September 1, | | | 2|2017. Members of the Task Force shall serve at the pleasure of the | | | 3|appointing authority. A vacancy on the Task Force shall be filled | | | 4|by the appointing authority. | | | 5| D. The Task Force shall conduct an organizational meeting not | | | 6|later than October 1, 2017. The Task Force shall elect a chair and | | | 7|vice-chair at the organizational meeting. A majority of the members | | | 8|present at a meeting shall constitute a quorum to conduct business. | | | 9| E. The Task Force shall be authorized to meet at such times as | | | 10|may be required in order to fulfill the duties imposed upon the Task | | | 11|Force by law. Members of the Task Force shall not be reimbursed for | | | 12|travel expenses. | | | 13| F. The Task Force shall: | | | 14| 1. Study how to effectively identify students who have | | | 15|dyslexia; | | | 16| 2. Make recommendations for appropriate interventions for | | | 17|students with dyslexia; and | | | 18| 3. Make this information available in a handbook for schools, | | | 19|teachers and families to use as a resource. | | | 20| G. The Task Force shall be subject to the Oklahoma Open Meeting | | | 21|Act and the Oklahoma Open Records Act. | | | 22| H. Staff assistance for the Task Force shall be provided by the | | | 23|Oklahoma House of Representatives and the Oklahoma State Senate. | | | 24| | | | Req. 1| I. The Task Force shall issue a report of its findings to the | | | 2|Legislature and Governor no later than December 1, 2018. | | | 3| SECTION 2.
