 8|       An act relating to schools; creating the School                 |
  |       Finance Review Commission Act; creating the School              |
 9|       Finance Review Commission; designating membership,              |
  |       appointing authorities and terms; providing for staff           |
10|       and administrative support; prohibiting travel                  |
  |       reimbursement; requiring Commission to conduct                  |
11|       certain review and issue certain reports; providing             |
  |       for codification; and providing an effective date.              |

14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
15|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
16|in the Oklahoma Statutes as Section 3-117.1 of Title 70, unless        |
  |                                                                       |
17|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
18|    This act shall be known and may be cited as the "School Finance    |
  |                                                                       |
19|Review Commission Act".                                                |
  |                                                                       |
20|    SECTION 2.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
21|in the Oklahoma Statutes as Section 3-117.2 of Title 70, unless        |
  |                                                                       |
22|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
23|                                                                       |
  |                                                                       |
24|                                                                       |
  |                                                                       |

 1|    A.  There is hereby created until January 1, 2025, in accordance   |
  |                                                                       |
 2|with the Oklahoma Sunset Law, the School Finance Review Commission     |
  |                                                                       |
 3|consisting of:                                                         |
  |                                                                       |
 4|    1.  A lay person appointed by the Governor whose term shall        |
  |                                                                       |
 5|begin on January 1, 2018, and shall expire on December 31, 2018;       |
  |                                                                       |
 6|    2.  A lay person appointed by the Lieutenant Governor whose term   |
  |                                                                       |
 7|shall begin on January 1, 2018, and shall expire on December 31,       |
  |                                                                       |
 8|2019;                                                                  |
  |                                                                       |
 9|    3.  A lay person appointed by the Speaker of the Oklahoma House    |
  |                                                                       |
10|of Representatives whose term shall begin on January 1, 2018, and      |
  |                                                                       |
11|shall expire on December 31, 2020;                                     |
  |                                                                       |
12|    4.  A lay person appointed by the Minority Leader of the           |
  |                                                                       |
13|Oklahoma House of Representatives whose term shall begin on January    |
  |                                                                       |
14|1, 2018, and shall expire on December 31, 2018;                        |
  |                                                                       |
15|    5.  A lay person appointed by the President Pro Tempore of the     |
  |                                                                       |
16|Oklahoma State Senate whose term shall begin on January 1, 2018, and   |
  |                                                                       |
17|shall expire on December 31, 2019;                                     |
  |                                                                       |
18|    6.  A lay person appointed by the Minority Leader of the           |
  |                                                                       |
19|Oklahoma State Senate whose term shall begin on January 1, 2018, and   |
  |                                                                       |
20|shall expire on December 31, 2020;                                     |
  |                                                                       |
21|    7.  The Executive Director of the Office of Educational Quality    |
  |                                                                       |
22|and Accountability or his or her designee who is an employee of the    |
  |                                                                       |
23|Office of Educational Quality and Accountability which shall be an     |
  |                                                                       |
24|ex officio and nonvoting position; and                                 |
  |                                                                       |

 1|    8.  The State Superintendent or his or her designee who is an      |
  |                                                                       |
 2|employee of the State Department of Education which shall be an ex     |
  |                                                                       |
 3|officio and nonvoting member.                                          |
  |                                                                       |
 4|    B.  Thereafter persons shall be appointed by the appointing        |
  |                                                                       |
 5|authority for terms of three (3) years beginning on January 1, or      |
  |                                                                       |
 6|until the Commission expires.  Any vacancy shall be filled by the      |
  |                                                                       |
 7|appointing authority for the remainder of the unexpired term.          |
  |                                                                       |
 8|    C.  No person shall be appointed to the Commission who at the      |
  |                                                                       |
 9|time of his or her appointment is an elected official.  Any person     |
  |                                                                       |
10|who is appointed to the Commission who subsequently becomes an         |
  |                                                                       |
11|elected official during his or her term on the Commission shall be     |
  |                                                                       |
12|required to vacate his or her position on the Commission.              |
  |                                                                       |
13|    D.  The Educational Quality and Accountability Commission shall    |
  |                                                                       |
14|provide staff and administrative support to the Commission.  The       |
  |                                                                       |
15|State Department of Education shall assist the Educational Quality     |
  |                                                                       |
16|and Accountability Commission as needed in providing staff and         |
  |                                                                       |
17|administrative support to the Commission.                              |
  |                                                                       |
18|    E.  The Commission shall hold its meetings in compliance with      |
  |                                                                       |
19|the Oklahoma Open Meeting Act.                                         |
  |                                                                       |
20|    F.  No person appointed to the Commission shall be permitted to    |
  |                                                                       |
21|receive travel reimbursement.                                          |
  |                                                                       |
22|    SECTION 3.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
23|in the Oklahoma Statutes as Section 3-117.3 of Title 70, unless        |
  |                                                                       |
24|there is created a duplication in numbering, reads as follows:         |

 1|    A.  The School Finance Review Commission shall conduct a review    |
  |                                                                       |
 2|of all matters related to school finance, including but not limited    |
  |                                                                       |
 3|to teacher compensation, benefits and administration costs.            |
  |                                                                       |
 4|    B.  The Commission shall submit a report of its findings to the    |
  |                                                                       |
 5|Governor, the President Pro Tempore of the Senate and the Speaker of   |
  |                                                                       |
 6|the House of Representatives no later than January 1, 2019, and in     |
  |                                                                       |
 7|subsequent years on January 1, 2022, and January 1, 2025.              |
  |                                                                       |
 8|    SECTION 4.  This act shall become effective November 1, 2017.      |
